Vitoria opens 15,000 euro grants for youth language certifications

The Vitoria-Gasteiz City Council has published in the Official Gazette of the Historical Territory of Álava (BOTHA) on September 2, 2026 (no. 100), the guidelines for a call for grants so that young people aged 18 to 30 registered in the municipality can cover part of the fees for official language certifications. The total allocation amounts to 15,000 euros and is granted up to a maximum of 150 euros per certification and person.

The call, promoted by the Department of the Mayor’s Office, Institutional Relations and Equality through the Youth Service, is part of line 01_07 of the City Council’s 2025-2027 Strategic Subsidy Plan. Its objective is to improve the linguistic capabilities of youth as a tool that facilitates employability and encourages emancipation, one of the key areas of the V Municipal Youth Plan.

Eligible Certifications and Amounts

Official B2 certifications in French and German and C1 certifications in English, French and German are subsidized, provided they were obtained between October 1, 2025, and the closing date of the application period. The aid may not exceed 150 euros per certification and, if the fee is lower, the amount actually paid will be reimbursed.

• English C1: CAE, Trinity ISE III, EOI Advanced C1, PTE General, BEC Higher, IELTS 7.0/8.0, and Aptis ESOL Advanced.
• French B2 and C1: EOI, DELF B2, DALF C1, TCF, DFA2, and DFP Affaires C1, among others.
• German B2 and C1: EOI, Goethe-Zertifikat B2 and C1, TELC Deutsch B2 and C1, TestDaF, and DSH.

Requirements and Priority for Emancipated Persons

Persons aged 18 to 30 who have been registered in Vitoria-Gasteiz from September 1, 2025, until the end of the application period may apply. Priority will be given to “emancipated” young people, meaning those who do not reside in the home of their parents or legal guardians, a fact that the City Council will verify ex officio.

The distribution will be carried out by pro-rating until the 15,000 euro credit is exhausted, attending first to the applications of emancipated persons and, if funds remain, to the rest of the applicants. The grants are compatible with other subsidies for the same certification, provided that the total funding does not exceed the cost of the fees.

Deadline and Submission of Applications

The submission period is twenty business days starting from the day following the publication of the summary of the call in the BOTHA. Applications can be submitted through the municipal electronic office, at citizen service offices, or via the channels provided for in Law 39/2015.

• Documentation: application (annex 1), ID, proof of payment, copy of the degree, and bank account ownership certificate.
• Information available on the municipal website and at the youth information office OMIJ (tel. 945 16 13 30).
• The extract, with identifier BDNS 923771, was approved by Agreement of the Local Government Board on March 27 and July 24, 2026.

The award resolution will be published on the municipal digital notice board and in the BOTHA, and payment will be made via a single transfer to the beneficiary’s account. The call, signed by the delegated councilwoman Ana Rosa López de Uralde Gómez, reinforces the municipal commitment to language training as a lever for employability and autonomy for the youth of Vitoria.
