Vitoria pays the second installment of grants to two energy communities

The Vitoria-Gasteiz City Council has resolved the second payment of the grants awarded to two energy communities in the municipality, Artandi-Gamarra and Eguzkikide Mendoza, within the 600,000 euro line destined for the constitution and management of energy communities and collective self-consumption solar photovoltaic installations. The resolutions, signed by Mayor Maider Etxebarria García on September 8, 2026, are published in the Official Gazette of the Historical Territory of Álava (BOTHA) number 108, dated September 21, 2026, with references 2026-02628 and 2026-02629.

A 600,000 Euro Call

The Local Government Board approved the call and the regulatory bases in the ordinary session of November 15, 2024, published in BOTHA number 137, dated December 2, 2024. The program is financed through budget items 2024/022204.1722.48067 (90,000.00 euros) and 2024/022204.1722.78005 (510,000.00 euros), for a total of 600,000.00 euros.

The decrees are issued by the delegated councilor of the Department of City Model, Urbanism, Housing, Cleaning and Environment, the body to which the Board expressly delegated the resolution of the applications. The aid covers 70 percent of the eligible expenditure, VAT excluded, within scope 2 and concept 2, with a maximum of 70,000 euros per application, and is paid in two installments: 65 percent upon granting and 35 percent once the grant has been justified.

The Two Files and Their Amounts

• Artandi-Gamarra (CIF G75837997), for the collective self-consumption photovoltaic installation in the district of Gamarra Mayor: applied for aid on March 20, 2025 (completed on April 10) and was granted the award on June 16, 2025, with a first payment of 17,141.67 euros. The eligible expenditure amounts to 37,674.00 euros, which at 70 percent is 26,371.80 euros; the second payment is 9,230.13 euros.
• Eguzkikide Mendoza (CIF G21716170), for the installation in the district of Mendoza: submitted the application on March 21, 2025 (completed on April 15) and the grant was issued on June 16, 2025, for 23,078.30 euros, with a first payment of 15,000.90 euros. The justified expenditure is 24,442.00 euros, 70 percent of which is 17,109.40 euros, and the second payment stands at 2,108.50 euros.

Obligations After Payment

The reports from the head of Energy of the Sustainability, Climate and Energy Service (May 28 and June 17, 2026) confirm that the supporting documentation submitted is that which was required and that both entities are up to date with their tax and Social Security obligations. The payment is charged to budget item 2026/022204.1722.78005/R.

Following the second payment, the beneficiaries must comply with the obligations set out in point 6 of the call:

• Request the connection of the installation to the electricity distribution network and notify the Vitoria-Gasteiz City Council when this occurs.
• Send annual statistical data to the council regarding its energy community.
• Dedicate the photovoltaic installation to the subsidized purpose for a period of at least five years.

The resolutions conclude the administrative process: a contentious-administrative appeal may be filed before the courts of Vitoria-Gasteiz within two months and, optionally, a request for reversal (recurso de reposición) within one month. For the residents of Gamarra Mayor and Mendoza, the payment consolidates two shared self-consumption projects that reduce the electricity bill and advance the local energy transition.
