Vinaròs approves the renovation of asphalt pavements in several streets

The Local Government Board of the Vinaròs City Council, in a session held on August 17, 2026, has unanimously approved the project for the renovation of asphalt pavements and structural repair of the road surface in several streets of the municipality. The agreement, adopted within the framework of file 7978/2026, is published in the Official Gazette of the Province of Castellón number 111, dated September 15, 2026, with reference 03968-2026.

The proposal, submitted by the Department of Works and Services on August 11, 2026, was approved with a unanimous vote in favor. The document was electronically signed by the mayor, María Dolores Miralles Mir, on September 3, 2026.

A project in two phases

The project was drafted by civil engineers Carlos Javier Pérez (Col. No. 13,193) and Pascual Artana López (Col. No. 32,627), dated July 17, 2026, following a municipal commission. The execution budget by contract is structured in two phases:

• Phase 1: €920,194.24, with a tender budget including VAT of €1,113,435.03.
• Phase 2: €108,115.42, with a tender budget including VAT of €130,819.66.
• Total tender including VAT: €1,244,254.69.

The execution of Phase 1 is funded by the municipal budget allocation 1532.61901 “RENOVATION OF ASPHALT PAVEMENTS” in the City Council’s budget.

Sectoral authorization regarding the livestock route

Prior to the start of the works, the municipal technical services, in a report dated July 31, 2026, indicated the need to obtain the mandatory authorization from the Territorial Directorate of the Environment of Castellón. It is recorded in the file that on August 11, 2026 (entry registry no. 2026-E-RC-8429), an official letter was received from the Territorial Environment Service of Castellón with a favorable report on the action.

The authorization is based on sectoral legislation, specifically Law 3/2014, of July 11, of the Generalitat, on Livestock Routes of the Generalitat Valenciana. The agreement expressly accepts the conditions of the specifications of file VP/2026/086, relating to the singular action on livestock route no. 4 “Colada del Camino de San Gregorio”, and authorizes the mayor to sign the aforementioned specifications and the documents necessary to complete the processing of the sectoral authorization.

Technical guarantees and procedure

The project has a favorable report from the Technical Project Supervision Unit of the Vinaròs City Council, issued on August 11, 2026, under Article 235 of Law 9/2017, of November 8, on Public Sector Contracts (LCSP), which verifies compliance with legal provisions and applicable technical regulations. A favorable report was also issued by the Urban Planning TAG on the same date.

The processing complies with Article 93 of the Revised Text of the Local Government Regime (TRRL), approved by Royal Legislative Decree 781/1986, and Article 234 of the TRLOTUP (Legislative Decree 1/2021, of the Consell), which exempts new construction works previously authorized as a public works project from urban planning licenses. The contracting powers were delegated to the Local Government Board through Mayoral Decree No. 2024-0150, dated January 17, 2024.

Relevance for residents

The renovation of asphalt pavements and the structural repair of the road surface in several streets of Vinaròs will result in a direct improvement in safety and convenience for vehicular and pedestrian traffic in the municipality. The investment, exceeding 1.2 million euros, will be executed in two phases and is subject to sectoral authorization regarding the livestock route, a procedure that has already received a favorable report from the regional administration.
