Vinaròs approves solar lighting for its coasts for 1.2 million

Vinaròs aprueba el alumbrado solar de sus costas por 1,2 millones

The Local Government Board of Vinaròs has unanimously approved the technical project for the installation of outdoor lighting with solar luminaires in sectors 5, 6, 7, 8, and 9 of the municipality, with a total execution budget by contract (VAT included) of 1,208,158.46 euros. The agreement, adopted in a session held on August 17, 2026, is published in the Official Gazette of the Province of Castellón number 111, dated September 15, 2026, under reference 03967-2026.

The decision is part of file 8198/2026, processed upon the proposal of the Department of North Coast, South Coast and Hermitage; Fishing, Agriculture and Environment, dated August 10, 2026. The project, drafted by technician José Adsuara Franch and signed on August 6, 2026, has a favorable supervision report issued by the municipal architect under Article 235 of Law 9/2017, of November 8, on Public Sector Contracts, as well as a favorable report from the Urban Planning TAG dated August 10, 2026.

An energy efficiency project for the entire coast

The action consists of the installation of solar outdoor lighting luminaires in sectors 5 to 9, representing an energy efficiency intervention affecting the entire northern and southern coastal strip of the municipality. The project is financed through budget allocation 1712.6090026 “Implementation of north and south coast lighting,” endowed in the 2026 municipal budget with a total amount of 1,750,000.00 euros.

The approval is based on Article 93 of the Recast Text of the legal provisions in force regarding Local Regime (Royal Legislative Decree 781/1986, of April 18), as well as Article 234 of the TRLOTUP (Legislative Decree 1/2021, of June 18, of the Consell), which exempts new construction works previously authorized through the approval of a public works project from urban planning licenses.

  • The contracting powers of the Mayor’s Office-Presidency were delegated to the Local Government Board through Mayoral Decree No. 2024-0150, dated January 17, 2024.
  • The proposal was put to a vote with a result of unanimity of votes in favor.
  • The document, electronically signed in Vinaròs on September 3, 2026, bears the signature of the mayor María Dolores Miralles Mir.

Appeals and deadlines

Against the resolution, which exhausts the administrative route, interested parties may file a request for reversal (recurso de reposición) within one month before the Mayor of the City Council, pursuant to articles 123 and 124 of Law 39/2015, of October 1, on the Common Administrative Procedure, or a contentious-administrative appeal before the Contentious-Administrative Court of Castellón within two months, in accordance with article 46 of Law 29/1998, of July 13.

The commitment to solar lighting makes Vinaròs a benchmark for sustainability in the province, by replacing conventional lighting with autonomous luminaires across much of its coastline. Beyond the energy and economic savings it will bring to the municipal coffers, the measure reinforces the municipality’s commitment to the ecological transition and the reduction of the carbon footprint in an environment as sensitive as the coast.
