Vinalsa processes a self-consumption photovoltaic plant in Alesón

The Department of Economy, Innovation, Business and Self-Employment of the Government of La Rioja has opened for public consultation the request for prior administrative and construction authorization for a self-consumption photovoltaic installation promoted by Vinalsa, S.L. in the municipality of Alesón. The announcement, corresponding to file BT-A/0003227, is published in the Official Gazette of La Rioja number 170, dated September 4, 2026, in section V of Announcements.

The process is opened under Article 53 of Law 24/2013, of December 26, on the Electricity Sector, and Articles 125 and following of Royal Decree 1955/2000, of December 1, which regulate the activities of transmission, distribution, marketing, supply, and the authorization procedures for electrical energy installations. The project may be examined at the General Directorate of Business, Energy and Internationalization, through the Industry, Trade and Energy Transition Service, at calle Marqués de la Ensenada 13-15 in Logroño, and in electronic format on the website www.larioja.org.

Technical characteristics of the installation

The plant, for self-consumption with surplus, individual and not subject to compensation, will be located on the ground, in plots 22, 23, 24, 25, 26, 27, and 28 of polygon 2 of Alesón, owned by the promoter and adjacent to the warehouses the company has on the N-120 highway, kilometer 22.5.

• 1,202 JA SOLAR panels of 710 Wp, model JAM66D46-710/LB, for a peak generation power of 853.42 kW.
• 7 Solaredge inverters, model SE100K, of 100 kW each, for an installed power of 700 kW.
• Solaredge monitoring system, model SE-MTR-3Y-400V-A.

Period for submissions

The project is on display so that any interested party may file the claims they deem appropriate within a period of thirty business days, counted from the day following the publication of the announcement in the Official Gazette of La Rioja, referring to file BT-A/0003227.

The announcement, signed in Logroño on September 2, 2026, by the Director General of Business, Energy and Internationalization, Amadeo Lázaro Fernández, also reminds that the personal data of the file will be recorded in a file of the aforementioned general directorate, in accordance with Organic Law 3/2018, of December 5, on the Protection of Personal Data and guarantee of digital rights.

Relevance for the region

The initiative reinforces industrial self-consumption in the Alesón region by allowing the warehouses of Vinalsa, S.L. to be supplied with solar energy generated on plots adjacent to their facilities. With a peak power exceeding 850 kW, the project is part of La Rioja’s energy transition strategy and represents a significant step toward decarbonization and industrial employment in the territory.
