Villaviciosa declares the subdivision of the SAU-R2B land viable

The Regional Ministry of Mobility, Environment and Emergency Management of the Principality of Asturias has formulated the strategic environmental statement for the specific modification of the subsidiary planning regulations of the council of Villaviciosa for the subdivision of SAU-R2B, declaring Alternative 1 of the proposals in the Strategic Environmental Study to be environmentally viable. The resolution, signed on September 1, 2026, by the regional minister Alejandro Jesús Calvo Rodríguez, is published in the Official Gazette of the Principality of Asturias (BOPA) no. 175 of September 10, 2026, with code 2026-07374.

The file, processed under Law 21/2013, of December 9, on environmental assessment, began on June 15, 2022, when the Villaviciosa City Council, in its capacity as the substantive body and promoter, submitted the request for an ordinary strategic environmental assessment along with the draft modification and the initial strategic document. The statement is a mandatory and determining report, and its content is specified in Article 25 of the aforementioned law.

A four-year procedure

The process began with the consultation of the draft with the affected public administrations and interested parties for 30 business days, with an announcement in BOPA no. 146 of July 29, 2022. Subsequently, the then Regional Ministry of Ecological Transition, Industry and Economic Development formulated the scoping document for the strategic environmental study via a resolution dated November 3, 2022.

Following the preparation of the strategic environmental study and the initial version of the plan, the substantive body submitted the documentation for public information for 45 business days and for consultation with administrations and interested parties for another 30 business days. On June 30, 2026, the Villaviciosa City Council forwarded the complete file for the formulation of the statement.

Favorable opinion and conditions

The Environmental Affairs Commission of Asturias, in its session on August 28, 2026, adopted a favorable agreement on the file. The statement considers Alternative 1 viable, provided that the determinations, measures, and conditions provided for in the Strategic Environmental Study and in the contributions of the administrations during the consultation phase, regarding their sectoral competencies, are met.

• The statement will be published in the BOPA within ten business days of its formulation.
• The full text of the annexes is available on the environment website of the Principality.
• No appeal may be filed against the statement, without prejudice to those that may be filed against the approval of the plan.

Relevance for the council

The resolution clears the environmental procedure that conditioned the subdivision of SAU-R2B, a key step for the urban development of the council of Villaviciosa. By establishing Alternative 1 as viable, the Principality sets the framework within which the City Council may definitively approve the modification of its subsidiary regulations, with the incorporated environmental conditions.
