Villaviciosa announces a merit-based competition for Chief Architect and Head of the Technical Office

The Villaviciosa City Council has published the guidelines for the provision, through a specific merit-based competition system, of the positions of Chief Architect and Administrative Head of the Technical Office, derived from the 2026 Public Employment Offer. The call, approved by the Local Government Board in its session on August 24, 2026, is published in the Official Gazette of the Principality of Asturias number 171, dated September 3, 2026, under code 2026-07138.

The procedure is framed within Article 64 of Law 2/2023, of March 15, on Public Employment of the Principality of Asturias, and Royal Decree 896/1991, of June 7, which regulates the selection of Local Administration officials. The guidelines were initially approved by the Local Government Board in an ordinary session on August 10, 2026, and the call was closed on the following August 24.

Positions and Remuneration

Both positions are reserved for career officials of professional classification group A1, with differentiated levels and supplements:

• Chief Architect: level 30, annual specific supplement of 22,655 euros.
• Administrative Head of the Technical Office: level 27, annual specific supplement of 19,750 euros.

The examination fees amount to 35 euros, which must be paid by transfer to the City Council’s account, number ES04 3059 0017 4111 3384 7721, at Caja Rural de Asturias, indicating the applicant’s ID (DNI) and the reference “Arquitecto/a Jefe OPE 2026”.

Requirements and Submission of Applications

For the position of Chief Architect, it is required to belong to the technical sub-scale of the special administration scale, higher technicians class, category of senior architect of any of the Public Administrations. For the position of Administrative Head of the Technical Office, officials from the technical sub-scale of general administration, the Secretariat-Intervention or Secretariat sub-scale, the State Civil Administrators Corps, or the Higher Administration Corps of the Principality of Asturias, with a Law Degree or equivalent, are admitted.

Applications shall be submitted to the General Registry of the City Council or through its electronic office, within a period of 20 business days starting from the day following the publication of the call in the Official State Gazette. Along with the application, a curriculum vitae with the alleged merits and an individualized report on the organization and performance objectives of the urban planning area, up to 25 pages, must be provided.

Assessment of Merits and Resolution

The assessment will be carried out in two phases by an Assessment Commission that will respect the criterion of parity between men and women:

• First phase (up to 60 points, minimum 30): consolidated personal grade, training courses, and seniority in the Administration.
• Second phase (up to 40 points, minimum 20): professional knowledge, assessed through the submitted report.

The competition must be resolved within two months from the end of the application submission period, and the proposal will be awarded to the candidate with the highest score. The results will be published on the municipal electronic office, with a period of ten business days for appeals.

The call represents a significant opportunity for group A1 civil servants from any Public Administration, as it opens two technical responsibility positions in the urban planning area of one of the most active councils in Asturias, with complementary remuneration reaching 22,655 euros per year.
