Municipal staffing framework
The appointment occurs within a context of adjustments to the council’s personnel organization. The Plenary of the Villatobas City Council, in its session on July 15, 2026, approved the second modification of the Job Position List, which reclassified one of the two positions for post CP-11 “Multi-Services Officer” from subgroup C2 to subgroup C1, with the new designation “Electrical and Automatic Installations Maintenance Officer” (file No. 259/2025).
That agreement was published in the Official Gazette of the province of Toledo no. 152, dated August 12, 2026, under article 74 of the revised text of the Law of the Basic Statute of Public Employees and article 127 of Royal Legislative Decree 781/1986. The position now held by Sandra Farelo Piña is thus integrated into the general administrative structure of the municipality.
Deadlines for appeal
The resolution concludes the administrative process, therefore the following options are available:
- Optional appeal for reversal before the Mayor’s Office, within a period of one month.
- Contentious-administrative appeal before the Contentious-Administrative Court of Toledo, within a period of two months.
Both deadlines are counted from the day following the publication of the announcement and are governed by articles 123 and 124 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, and by articles 8, 14, and 46 of Law 29/1998, of July 13, regulating Contentious-Administrative Jurisdiction. The announcement appears signed by the Mayor, María Gema Guerrero García, dated September 6, 2026.
The appointment closes a selection process that had been open for months and provides stability to an administrative position at the Villatobas City Council. For residents, it represents the consolidation of personnel in municipal administrative services; for applicants in similar processes, it confirms the council’s criteria to resolve via competitive examination and publish each milestone in the provincial gazette.
