Villatarás approves a rebalancing plan for breaching the spending rule

The Villatarás Neighborhood Council has approved a financial economic plan for the 2026-2027 fiscal years with the aim of restoring budgetary balance, after the settlement of the 2025 budget revealed a breach of the spending rule. The agreement, adopted on August 12, 2026, is published in the Official Gazette of the Province of Burgos number 160, dated August 25, 2026, under the official reference BOPBUR-2026-03547.

The decision responds to the legal obligation derived from Organic Law 2/2012, of April 27, on Budgetary Stability and Financial Sustainability (LOEPSF). According to the announcement, it was the entity’s Secretariat-Audit that reported the failure to meet the spending rule objective upon the approval of the 2025 fiscal year settlement.

Regulatory Framework

The plan is based on Article 21 of the LOEPSF and Article 19 of Royal Decree 1463/2007, of November 2, which approves the implementing regulation of the Budgetary Stability Law as applied to local entities. Both regulations require the corporation’s Plenary to approve a plan with a time projection to achieve rebalancing in the current and following year, thereby ensuring compliance with fiscal rules.

The draft plan was prepared by the entity’s managing body and is attached as an annex to the agreement. Its content is aimed at correcting the detected deviation and ensuring the financial sustainability of the small Burgos municipality.

Content of the Agreement

The Neighborhood Council adopted three agreements in its session on August 12, 2026:

• To approve the financial economic plan of the Villatarás Neighborhood Council for the 2026/2027 fiscal years.
• To send the plan to the General Secretariat for Autonomous and Local Coordination.
• To publish the agreement in the Official Gazette of the Province of Burgos for exclusively informative purposes, in accordance with Article 23.4 of the LOEPSF and Article 26 of Royal Decree 1463/2007.

The document is signed by the local mayor (alcaldesa pedánea), Alicia Sanz Fernández, in Villatarás, on August 12, 2026.
