Villarrubia de Santiago definitively approves its 2026 budget

The Villarrubia de Santiago City Council has finalized its General Budget for the 2026 fiscal year, for a total amount of 2,700,953.53 euros, after no claims were filed during the public exhibition period. The final approval is published in the Official Gazette of the Province of Toledo, number 167, dated September 2, 2026, under reference No. I.- 3915.

The agreement was adopted by the Plenary Council in an ordinary session held on August 4, 2026, which agreed upon the initial approval of the file. The document remained open to the public for fifteen business days at the offices of the Municipal Comptroller, with an announcement published in the BOP on August 6, 2026.

A budget without objections

The public exhibition period began on August 7, 2026, and concluded on August 27, 2026, without any claim or objection being registered against the file. Therefore, and in accordance with Article 20.1 of Royal Decree 500/1990, of April 20, the initial approval agreement was made final, published in accordance with Article 20.3 of the aforementioned royal decree and Article 169.3 of the Recast Text of the Law Regulating Local Treasuries.

The budget is balanced between income and expenses at 2,700,953.53 euros, with no capital operations in the income statement and a financial liabilities item of 172,000 euros.

Key figures for the fiscal year

The income statement is primarily based on direct taxes and current transfers:

  • Direct taxes: €951,073.25
  • Indirect taxes: €41,889.85
  • Fees, public prices, and other income: €677,652.79
  • Current transfers: €916,187.64
  • Patrimonial income: €114,150.00

In the expenditure chapter, the greatest weight corresponds to personnel costs, at €1,461,129.52, followed by current expenditures on goods and services, at €909,957.00. Real investments amount to €15,081.80 and financial liabilities to €172,000.00.

Personnel staff and vacancies

Along with the budget, the annex of the Personnel Staff approved for 2026 is published, funded in the corporation’s budget, with a total of 10 civil servants and 29 contractual employees. The document lists several vacant positions that are expected to be filled through the 2025 Public Employment Offer (OEP):

  • Local Police: 1 vacant position (group C1)
  • Administrative Assistant: 1 newly created vacancy (OEP 2025)
  • Multi-service Operators: 1 vacancy due to retirement (OEP 2025)
  • Home Care Assistant: 1 vacancy due to resignation
  • Cleaners: 1 vacancy due to retirement (OEP 2025)
  • Multi-service Foreman: 1 vacancy (OEP 2025)
  • Multi-service Operator for tourist and cultural spaces: 1 vacancy (created in 2024, OEP 2025)

The document, signed on August 28, 2026, by the mayor, Mª Concepción Monzón de Gracia, warns that a contentious-administrative appeal may be filed directly against the final approval in the form and within the time limits established by the regulations of said jurisdiction.

The publication of this budget and its staffing table is key for the municipal management of Villarrubia de Santiago during 2026, as it sets the economic framework for public services and opens the door to filling the vacancies for local police and assistants, with a direct impact on local public employment and the provision of services to residents.
