Villarrubia de los Ojos increases fines for rubble to 30,000 euros

The City Council of Villarrubia de los Ojos has finalized the amendment to its Municipal Ordinance for the management of construction and demolition waste, which sets fines of up to 30,000 euros for very serious infractions. The agreement is published in the Official Gazette of the Province of Ciudad Real No. 191, dated October 5, 2026, via announcement number 3207, and the regulation will enter into force the day following its publication.

The amendment is limited to Article 15 of the ordinance, regarding the amounts of the sanctions corresponding to serious and very serious infractions. The full text of the provision is reproduced in the gazette in compliance with Article 70.2 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, which requires the publication of the text of local ordinances after their final approval.

The new amounts

Article 15 is now drafted with three tiers of financial sanctions:

• Minor infractions: fine of up to 600.00 euros.
• Serious infractions: fine from 601.00 euros up to 1,200.00 euros.
• Very serious infractions: fine from 1,201.00 euros up to 30,000.00 euros.

The approved change focuses on the amounts for serious and very serious infractions, which are those affecting the most severe breaches in the management of construction and demolition waste.

Processing and entry into force

The file has followed the ordinary processing of municipal ordinances:

• Initial approval: published in the Official Gazette of the Province of Ciudad Real No. 157, dated August 18, 2026.
• Public information period: thirty business days, with no allegations presented.
• Final approval and publication: Official Gazette of the Province of Ciudad Real No. 191, dated October 5, 2026.
• Entry into force: the day following its publication in the gazette.
• Validity: remains in effect until its express modification or repeal.

The announcement appears signed by the Mayor-President, Encarnación Medina Juárez, and the gazette is signed by the Head of Section of the B.O.P., Juan Luis Cuadros Campo, dated October 3, 2026.

Who it affects

The ordinance regulates the management of construction and demolition waste within the municipal district, meaning the new amounts affect both companies in the sector—construction firms, transporters, and rubble managers—as well as individuals carrying out works who must manage their waste in accordance with the municipal regulation.

The published text does not introduce new types of infractions: it only updates the amount of the sanctions already provided for, raising the ceiling for very serious infractions to 30,000 euros.
