Villarino de los Aires: two photovoltaic plants begin public utility proceedings

The Official Gazette of Castile and León publishes this Friday, August 14, 2026 (No. 157), the notices by which the Territorial Service of Industry, Commerce and Economy of Salamanca submits to public consultation the requests for prior administrative authorization and, specifically, declaration of public utility for the photovoltaic plants “FV Salmantica” and “FV Salina Solar”, in the municipality of Villarino de los Aires (Salamanca). If approved, this declaration implies the need to occupy the affected property and enables the expropriation route over the plots through which the evacuation infrastructures run. Interested parties have thirty days from publication to submit comments.

Both procedures correspond to files ATCE-70 and ATCE-71 and are processed in accordance with Title IX of Law 24/2013, of December 26, on the Electricity Sector (authorizations, expropriations and easements), Royal Decree 1955/2000, of December 1, and Decree 46/2022, of November 24, which regulates the authorization procedures for electrical installations in Castile and León. The competent body, dependent on the Regional Ministry of Environment and Energy of the Junta of Castile and León, has a period of six months to resolve, with negative administrative silence.

Two plants, two promoters

The “FV Salmantica” plant is promoted by Cayambe Solar Power, S.L.U., with registered address at Plaza de Pío Baroja 3, 1st floor, Bilbao (Tax ID B06793228), while “FV Salina Solar” corresponds to Cerro Lastarría, S.L.U. (Tax ID B06922181), with the same registered office. Both installations, with photovoltaic technology on fixed structure, share technical characteristics:

  • Installed capacity of 4,990 kW and grid access capacity of 4,500 kW in both projects.
  • Peak power of 6,258 kWp (Salmantica) and 6,279 kWp (Salina Solar), with 4,990 kW inverters.
  • A transformer center “CT-01” of 5,000 kVA (ratio 800/45,000 V) and connection to the 45 kV line “Villarino Almendra”, owned by I-DE Redes Eléctricas Inteligentes, S.A.U.

The evacuation line of “FV Salmantica” is underground, single-circuit and 5,368 meters long, between the Salmantica FV transformer center and the Salina Solar transformer center; that of “FV Salina Solar”, also underground, measures 234 meters to the new switching and distribution substation (SMR). The material execution budget amounts to €2,280,931.97 in the first project (€1,980,628.34 for the plant and €300,303.63 for the line) and €1,996,874.44 in the second (€1,975,186.52 and €21,687.92).

Public utility and affected property

Annex I of both notices lists the property and rights subject to expropriation, with the areas of full ownership occupation, permanent easement of passage, right of passage and temporary occupation:

  • FV Salmantica: a pasture plot in polygon 507 (plot 558, cadastral reference 37367A50700558), owned by Francisco Rodríguez Gallego, with 1,383.57 m² of right of passage and 3,228.40 m² of temporary occupation.
  • FV Salina Solar: four plots in polygon 1, owned by María Teresa Conde Grande (4,741.41 m²), Encarnación Conde Sendín (6,796.20 m²), Juan María Martín Martín (3,588.13 m², dry-farmed cropland) and Juan Manuel Benito Ballesteros and Benito Ballesteros (9,746.05 m²), under full ownership occupation.

The underground passage easements imply use restrictions: no trees may be planted, no buildings constructed, nor ploughing deeper than 60 centimetres carried out in the sections affected by the lines.

How to participate in the procedure

The project may be examined at the Territorial Service of Industry, Commerce and Economy of Salamanca (Príncipe de Vergara Street, 53-71), on business days from 9:00 a.m. to 2:00 p.m., and on the Energy and Mining website of the Junta (www.energia.jcyl.es), in accordance with Law 39/2015, of 1 October, on the Common Administrative Procedure. Allegations must be submitted to that service within thirty days from the publication of the notice; the submissions, signed by the head of the service, Alfonso García Hernández (by delegation of Resolution 09-03-23, B.O.C. y L. of 17-03-23), are dated in Salamanca on 24 July (ATCE-70) and 22 July 2026 (ATCE-71).

If the authorisations are granted, the two plants will add up to nearly 10 MW of installed solar generation capacity in the southwest of the province, connected to each other and to the 45 kV distribution network of I-DE Redes Eléctricas Inteligentes, S.A.U. For the owners of the affected plots, this notice opens the window for allegations and, where applicable, the framework in which their rights will be defended in the future expropriation procedure.
