Villarcayo approves taxi licenses adapted for disabilities

The City Council of Villarcayo de Merindad de Castilla la Vieja has definitively approved the modification of the municipal regulation governing the taxi service, which introduces a new Third Additional Provision regarding adapted passenger car licenses. The decision is published in the Official Gazette of the Province of Burgos, number 167, Thursday, September 3, 2026, with reference BOPBUR-2026-03726.

As no claims were filed during the public exhibition period, the initial plenary agreement was automatically elevated to definitive status, in compliance with Article 70.2 of Law 7/1985, of April 2, regulating the Bases of the Local Regime. The full text is made public for general knowledge.

An additional license for accessible vehicles

The new provision allows for the granting of an additional passenger car license provided that the vehicle is fully adapted for disability situations, with the aim of guaranteeing the transport of people with severe mobility problems. In this case, the usual service limits do not apply:

• The 7-seat vehicle limit does not apply.
• The limit of one license per person does not apply, meaning a holder may have one ordinary license and one adapted license.
• The vehicle must comply with the conditions required by sectoral regulations for this type of vehicle.
• The license will be granted via Mayoral resolution.

Regulatory framework and processing

The modification falls within the municipal competence to regulate the urban transport service and was processed in accordance with Law 7/1985 and Law 39/2015, of October 1, on the Common Administrative Procedure. The agreement, adopted as an administrative provision of a general nature, was signed on August 25, 2026, by the mayor, Adrián Serna del Pozo.

An administrative appeal (recurso contencioso-administrativo) may be filed against the definitive agreement within two months from the day following its publication, before the Contentious-Administrative Section of the Court of First Instance of Burgos, pursuant to Articles 8.1, 25.1, and 46.1 of Law 29/1998, of July 13, regulating the Contentious-Administrative Jurisdiction.

A step toward accessible transport

With this measure, Villarcayo reinforces the accessibility of its taxi service, allowing people with reduced mobility to have fully adapted vehicles without the ordinary limitations on seats or licenses per holder posing an obstacle. The initiative represents a significant advance for inclusion and the quality of life for residents with disabilities in the municipality and its region.
