Villaralto updates public road occupancy fees

The Villaralto City Council has definitively approved the modification of the Fiscal Ordinance regulating the tax for private use or special exploitation of public roads, which updates the fees for vehicle entry, parking reservations, and street markets. The agreement, adopted by the Plenary in an ordinary session on June 12, 2026, is published in the Official Gazette of the Province of Córdoba number 161, dated August 20, 2026, with reference BOP-A-2026-2894.

As no claims were filed during the public exhibition period, the provisional agreement was automatically elevated to definitive. The full text is made public in compliance with Article 17.4 of the Recast Text of the Law regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5. The ordinance enters into force on the day of its publication in the provincial gazette.

New fees for vehicles and parking

The modification incorporates and updates section e) of the ordinance, which regulates the entry of vehicles via sidewalks and exclusive parking reservations, with the following annual amounts:

• Private buildings or plots in the urban center: 7.00 euros/year.
• Parking reservation (plate): 30.00 euros/year.
• Extraordinary curb painting: 5.00 euros/painting.

Licenses under this section are understood to be extended as long as a cancellation notice is not submitted, which will take effect from January 1 of the following year. For new concessions, payment must be made within fifteen days from the approval of the license.

Occupation of public land and street markets

The ordinance maintains and updates the fees for the occupation of public-use land with merchandise, construction materials, rubble, fences, scaffolding, and other similar installations, set at 0.30 euros/day up to a maximum of 8 m², with an increase of 0.60 euros/m²/day above that area. If a street closure occurs, 10 euros are applied for the first day and 15 euros for each additional day.

For stalls, shacks, sales booths, shows, and attractions, the fees are as follows:

• Fixed stalls: 0.60 euros/day/linear meter.
• Street market, occasional stalls: 3 euros/day for 8 linear meters, with an increase of 0.60 euros/day per meter exceeding 8 meters.
• Fair: bumper cars, inflatables, and bull-riding, 20 euros; gift stalls, 10 euros/day; nougat, 40 euros; various booths and burger stands, 50 euros; churros, 100 euros.

Fixed street market stalls registered on January 1 of the fiscal year enjoy a 50% reduction in the fourth quarter fee.

Repeal and management of the tax

The amendment repeals the previous section d), relating to the occupation of public-use land by tables and chairs for profit. Occupation for non-profit purposes will require a corresponding application to the City Council, and in case of emergency, public roads will be cleared automatically without exception. The opening of test pits or trenches without street closure does not incur a fee, although it requires the pavement to be restored to its previous state.

Licenses are personal and non-transferable, and the payment obligation arises at the moment the license is requested for new uses, or on the first day of each year for those already authorized or extended. The agreement, dated in Villaralto on August 12, 2026, and signed by the mayor-president, Celia Valverde González, may be appealed through contentious-administrative channels before the Contentious-Administrative Chamber of the High Court of Justice within two months from the day following its publication.

The update of these fees directly affects merchants, fairground operators, and residents of Villaralto, who must adjust their budgets to the new amounts for vehicle entry, parking reservations, and the installation of stalls in street markets and fairs. The immediate entry into force of the ordinance requires interested parties to regularize their licenses and plan for the payment of fees within the established deadlines.
