Villar de Rena approves its municipal plan against flood risk

The Plenary Session of the Villar de Rena City Council approved the Municipal Action Plan (PAM) for flood risk in the municipality during its ordinary session on September 18, 2026, according to the agreement published this Friday in the Official Gazette of the Province of Badajoz (No. 184, Announcement 3718/2026). The document was prepared by the company Construmex, Construcciones, Medio Ambiente y Servicios Extremeños SL and now enters its implementation phase and registration in the regional civil protection plans registry.

The announcement is included in the Local Administration section, under the City Councils heading, and is signed by the Mayor-President, Nereo Manuel Ramírez Durán. Municipal action plans are the instruments through which city councils organize their response to emergencies and catastrophes; in the case of floods, they are based on the Basic Civil Protection Planning Guideline for this risk.

The three points of the plenary agreement

The operative part of the agreement, transcribed literally in the announcement, is structured into three mandates:

• First. To approve the Municipal Action Plan (PAM) for flood risk in the municipality of Villar de Rena, prepared by Construmex, Construcciones, Medio Ambiente y Servicios Extremeños SL.
• Second. To promote the registration of the PAM in the Regional Registry of Civil Protection Plans.
• Third. To promote the execution of implementation activities by notifying the company INNOCAMPO, which is tasked with starting the work immediately.

Immediate implementation and technical deadlines

The third point of the agreement sets an express time condition: INNOCAMPO must start the implementation work “immediately” in order to comply with the established technical deadlines. Implementation is the phase in which the plan ceases to be a document and is translated into operational procedures, assignment of responsibilities, and training of municipal personnel.

A trickle of plans across the province

The approval of Villar de Rena adds to a sequence of similar agreements published in the same bulletin over the last few weeks. The City Council of Jerez de los Caballeros approved its plan on May 27, 2026 (Announcement 3698/2026, of September 23); the City Council of Villagonzalo did so definitively on September 17 (Announcement 3704/2026, of September 24); the City Council of Villalba de los Barros, on September 1 (Announcement 3515/2026, of September 7); and the City Council of Torremayor opened the public information period for its plan on August 26 (Announcement 3557/2026, of September 10).

In several of these files, there is a favorable report from the Permanent Civil Protection Commission of the Autonomous Community of Extremadura and the integration of the municipal plan as an annex in the Territorial Civil Protection Plan of Extremadura (PLATERCAEX), the regional instrument that coordinates the emergency response.

Impact for residents

With this agreement, Villar de Rena now has a formal prevention instrument against flooding and activates its implementation on the ground, which directly affects the organization of the municipal response to episodes of intense rain. Furthermore, registration in the regional registry will allow the plan to be integrated into the Extremaduran civil protection system and to be taken into account in the coordination of future emergencies.
