Villaquilambre makes a credit supplement of 2.2 million definitive

The Villaquilambre City Council has finalized budget modification 04/2026/01, a credit supplement amounting to 2,209,784.56 euros. The agreement was adopted by the municipal plenary in an ordinary session on September 10, 2026, and is published in the Official Gazette of the Province of León no. 178, dated September 17, 2026, under the official reference BOP-LE-2026-178008.

The operation is processed under Article 169.1, by referral of 179.4, of Royal Legislative Decree 2/2004, of March 5, which approves the Revised Text of the Law Regulating Local Treasuries. As no claims were filed during the public exhibition period, the file is automatically finalized without the need for a new pronouncement by the plenary.

Pursuant to Article 169.3 of the same legal text, modifications are inserted into the provincial gazette and enter into force upon said publication. The announcement is signed by the mayor, Vicente Alvarez Flórez, in Villaquilambre, on September 11, 2026.

A supplement financed with treasury surplus

The file is structured as a credit supplement entirely destined for the amortization of loans, according to the published detail:

• Item 2026 03.011.00.913.00 — Amortization of loans: 2,209,784.56 euros.
• Total expenses: 2,209,784.56 euros.
• Revenue budget: treasury surplus for expenses, application 87000 GENERAL, for 2,209,784.56 euros.
• Total revenue: 2,209,784.56 euros.

Therefore, the modification does not increase net debt: it is financed with the liquid treasury surplus and is applied to reduce the council’s financial liabilities.

Contentious-administrative appeal within two months

Against the final approval, legitimate interested parties may directly file a contentious-administrative appeal, pursuant to Article 171 of the Revised Text of the Law Regulating Local Treasuries.

• Deadline: two months counting from the publication of the announcement in the Official Gazette of the Province.
• Channel: that established in the regulatory norms of the Contentious-Administrative Jurisdiction.

Other budget modifications in process

The same plenary on September 10 initially approved two other files that are following their own course of public exhibition:

• 04/2026/04, credit supplement/extraordinary credit for 376,771.67 euros, subject to public information for fifteen days (reference BOP-LE-2026-178007).
• 04/2026/09, credit transfer between items of different function groups for 85,000.00 euros, published for public exhibition in the gazette of September 15, 2026.

The final approval of the 2.2 million supplement consolidates the municipal strategy to clear its debt using accumulated savings, without resorting to new financing. For the residents of Villaquilambre, the immediate effect is the reduction of the city council’s financial burden, while any taxpayer or entity that considers itself affected has two months from the date of publication to challenge the agreement before the contentious-administrative jurisdiction.
