Villanueva del Rey announces competition to fill municipal architect position

The City Council of Villanueva del Rey has approved a competition for temporary labor personnel to fill the position of Municipal Architect during the absence of the permanent holder, affected by maternity leave, vacations and, where applicable, temporary disability leave (IT) and accumulated breastfeeding leave. The call, issued by Mayoral Resolution no. 293, dated August 24, 2026, is published in the Official Gazette of the Province of Córdoba number 168, dated August 31, 2026, with reference BOP-A-2026-2976.
The process, processed under file GEX 1361/2026, also includes the creation of an employment pool for future substitutions and leaves, and repeals the job pool in effect since 2021. The selection is justified by the priority nature of the coverage, as it affects an essential service of the municipal technical office.
A key position for the technical office
The advertised position is Group A, Subgroup A1, with contribution group 1, full-time, and a schedule from 8:00 to 15:00 hours. A degree in Architecture or a Degree in Fundamentals of Architecture and an enabling University Master’s degree are required, with a single vacancy and a type 410 contract.
The functions of the position include the drafting of urban and works projects, works management, health and safety coordination, management of municipal heritage, maintenance plans, expert reports on accidents, and technical advice to the Contracting Boards, among other tasks.
Repeal of the 2021 pool
The new call nullifies the Architect employment pool approved by Mayoral Resolution no. 64, dated April 6, 2021, which consisted of ten candidates. According to the decree, all of them expressed their refusal to fill the vacancy for various personal and professional reasons, which prompted the need to open a new process.
The urgency of the processing responds to the need to have a selected person before the start of the probable temporary disability leave and subsequent maternity leave, guaranteeing the continuity of the service and avoiding prejudice to the citizens.
Deadlines, requirements, and scale
Applications may be submitted within 10 business days from the day following the publication of the rules in the gazette, at the General Registry of the City Council or through the means specified in article 16 of Law 39/2015. Applicants must meet the requirements by the end of the submission period.
Selection will be carried out through a competition system, with a maximum scale of 15 points, distributed as follows:
- Passing selective tests: up to 5 points.
- Professional experience: up to 4 points.
- Training and improvement courses: up to 4 points.
- Other merits (teaching and publications): up to 2 points.
The Selection Board will be chaired by the Secretary-Comptroller of the City Council, with a technician from the Mancomunidad de Municipios Valle del Guadiato as a member, and the municipal architect herself or, failing that, a technician from the mancomunidad.
A job pool with a reserve for disability
A Job Pool with a minimum validity of four years will be created with the remaining non-proposed applicants, ordered by score and without a rotating nature. The pool includes a 10% reserve for people with a degree of disability equal to or greater than 33%, in accordance with Law 4/2017 of Andalusia.
The call, signed on August 25, 2026, by Mayor Francisco Javier Murillo Martín, exhausts the administrative route and may be appealed for reversal before the Mayor’s Office or through contentious-administrative proceedings before the Contentious-Administrative Courts of Córdoba. Filling this position is essential for the operation of the technical office and for the promotion of construction projects and grants in the municipality, making the call of direct interest to the architects of the region.
