Villanueva de la Vera repeals the tax for the Velaile theater festival

The City Council of Villanueva de la Vera has definitively approved the repeal of the Fiscal Ordinance regulating the fee for performances of the Velaile amateur theater festival. The agreement, adopted by the Plenary in the session of May 21, 2026, has been published in the Official Gazette of the Province of Cáceres (No. 0160, of August 21, 2026), in Section I of Local Administration, with official reference CVE: BOP-2026-3988.
As no claims were filed during the public exhibition period, the provisional plenary agreement was automatically elevated to definitive, in compliance with Article 17.4 of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5.
A fee that taxed access to the event
The now-repealed ordinance established a fee to be paid for entry to the performances of the Velaile Amateur Theater Festival, which is held in the town’s municipal auditorium. The taxable event consisted of access to the theatrical performances held at the festival venue.
The rate in effect until the repeal was as follows:
- Single ticket: 5.00 euros.
- Festival pass: 15.00 euros.
Payment was made in cash at the time of access to the facilities or upon collecting the ticket at authorized points of sale, with a right to a refund when the service was not provided for reasons not attributable to the obligated party.
Regulatory framework and effects
The repeal is processed in accordance with local treasury regulations, which grant the Plenary the power to modify or suppress municipal fees. The repealed ordinance was governed by the same Royal Legislative Decree 2/2004, which regulates the regime of fees for the provision of services or the performance of activities of local competence.
With the suppression of the fee, access to the festival performances is no longer subject to taxation, which eliminates a cost for both the attending public and the organization of the event. The measure is part of the municipal policy of support for culture and amateur theater.
Appeals and entry into force
Against the agreement, in accordance with Article 19 of the Recast Text of the Law Regulating Local Treasuries, interested parties may file a contentious-administrative appeal within two months from the day following the publication of the announcement in the BOP, before the High Court of Justice of Extremadura.
The announcement is signed by the mayor, Daniel González Morcuende, in Villanueva de la Vera, dated August 19, 2026.
The removal of this fee provides economic relief for the public and for the organization of the Velaile festival, which will be able to focus its resources on programming and the promotion of amateur theater. The measure reinforces municipal support for a cultural event well-established in the region, eliminating an economic barrier to accessing culture.
