Villanueva de la Torre: the Mayor's Office takes over Festivities following resignation

Councilwoman Vanessa Sánchez Rebollo has resigned from the delegation she held in the area of Festivities of the Villanueva de la Torre City Council, and the area will now be assumed and managed directly and exclusively by the Mayor’s Office. The decision is formalized through Mayoral Resolution No. 2026-0721, dated August 25, 2026, published in the Official Gazette of the Province of Guadalajara (No. 166, dated August 31, 2026).

The resignation was submitted in writing by the councilwoman herself on July 8, 2026, and the Mayor’s Office has accepted it effective from the date of resignation. The agreement is adopted in exercise of the powers that local government legislation confers upon the mayor’s office, and is published for general knowledge in compliance with Article 44 of the Regulations on the Organization, Operation, and Legal Regime of Local Entities.

Legal Framework and Background

The original delegation regarding Festivities dates back to Mayoral Resolution No. 2023-0651, dated June 22, 2023, rectified by Resolution No. 2023-0661 of June 28, which established the municipal government areas and special delegations for council members. In that distribution, the area of Citizen Participation, Residents, Associations, Festivities, and Housing was assigned to Vanessa Sánchez Rebollo, along with the mayor herself, M.ª Sonsoles Rico Ordoñez.

The legal basis of the agreement is based on Articles 21.3 and 23.4 of Law 7/1985, of April 2, Regulating the Bases of Local Regime (LBRL), as well as Articles 43, 44, 45, and 51 of the Regulations on the Organization, Operation, and Legal Regime of Local Corporations, approved by Royal Decree 2568/1986, of November 28.

Effects of the Resignation

With the acceptance of the resignation, the area of Festivities remains under the direct management of the Mayor’s Office, while the rest of the delegations conferred upon the councilwoman remain in effect indefinitely. The agreement further establishes that these delegations may not be subject to new delegation by the delegate and may be revoked at any time by the Mayor’s Office.

• The remaining delegations of Vanessa Sánchez Rebollo remain in effect indefinitely.
• The resolution will be notified personally to the interested party and published in the BOP, the Electronic Office, and the municipal Notice Board.
• The Plenary will be informed during the first session to be held.

Publication and Appeals

The resolution, signed by Mayor M.ª Sonsoles Rico Ordoñez in Villanueva de la Torre on August 26, 2026, concludes the administrative process. Alternatively, an optional appeal for reversal may be filed before the Mayor’s Office within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Section of the Guadalajara Court of First Instance within two months, in accordance with Law 39/2015 and Law 29/1998.

The change entails a reorganization of the municipal government team in the midst of managing the local festivals, by concentrating the responsibility of an area with significant public projection within the Mayor’s Office. For the residents of Villanueva de la Torre, the news implies that the organization of the festivities will now depend directly on the mayor, which may translate into greater institutional involvement in the programming of the celebrations.
