Villanueva de la Serena calls for subsidized commercial revitalization manager

The City Council of Villanueva de la Serena has announced, via a mayoral resolution issued today, a competitive selection process for the interim provision of one position as Manager for Commercial Dynamization. The call is published in the Official Gazette of the Province of Badajoz number 173, dated September 10, 2026, under announcement 3531/2026.

The position is funded by the Junta de Extremadura with a grant of 56,250.00 euros, awarded by the resolution of June 30, 2026, from the General Directorate of Competitive Intelligence and Trade, of the Department of Economy, Employment, and Digital Transformation. The selected person must begin providing services on October 1, 2026, and the contract will have a duration of three years.

Regulatory Framework and Funding

The call is supported by Decree 167/2024, of December 26 (DOE no. 15, of January 23, 2025), modified by Decree 183/2025, of December 16, which establishes the regulatory bases for grants for the hiring of commercial dynamization managers. The resolution of April 1, 2026, from the General Secretariat of the aforementioned department, which approves the call for grants for the 2026-2029 fiscal years (DOE no. 73, of April 17), is also applicable.

Remuneration will be adjusted to the amount of the grant, provided that the annual cost of hiring, including social security, does not exceed 25,000.00 euros. The workday will be full-time, from Monday to Sunday according to the organizational needs of the Trade area, guaranteeing legal rest periods.

Job Functions

The manager will carry out the planning, coordination, execution, and evaluation of municipal policies for the promotion and dynamization of local trade. Key functions include:

• Designing and executing programs, campaigns, and commercial dynamization projects.
• Coordinating actions with associations of merchants, entrepreneurs, and freelancers.
• Promoting commercial associations and cooperation with sectors such as tourism, hospitality, culture, sports, and leisure.
• Advising the commercial fabric on grants, subsidies, training, and digitalization.
• Preparing diagnostics, annual plans, and promotion campaigns for local trade.
• Organizing fairs, markets, and commercial events, and managing their dissemination.

The selected person must complete the training courses provided by Extremadura Avante Servicios Avanzados a PYMES, SLU, within the Training Program aimed at the retail trade of Extremadura.

Requirements and Selection Process

To participate, requirements include, among others, holding a university degree in Business, Economics, Business Administration and Management, or Marketing, an equivalent degree in those fields, or a Higher Vocational Training Module in the Trade and Marketing professional family. Applications must be submitted within seven calendar days from the publication in the BOP, with a payment of 20.00 euros for examination fees.

The process consists of two tests: the presentation of a project for the revitalization of small retail trade (maximum 30 pages) and its defense before the tribunal for a maximum of 15 minutes. The Evaluating Tribunal will be composed of a presidency, three members, and a secretariat, with one member representing the Autonomous Community of Extremadura. A job bank will be created for future calls using the candidates who pass but are not awarded a position.

The call, signed by the acting general secretary, Amelia Parejo Rodríguez, represents a key boost for the reactivation of local trade in Villanueva de la Serena, providing the municipality with a professional dedicated to revitalizing its commercial fabric and strengthening cooperation between the City Council, merchants, and other strategic sectors over the next three years.
