Por FactBox Admin

Villanueva de la Serena cede al SEPAD un local del Centro Cívico por diez años

The City Council of Villanueva de la Serena has initially approved the transfer of use to the Extremaduran Service for the Promotion of Autonomy and Care for Dependency (SEPAD) of a space of 43.45 square meters on the ground floor of the Civic Center in Plaza de España. The agreement was adopted by the Plenary of the Corporation in an ordinary session on October 29, 2026, and is now published in the Official Gazette of the Province of Badajoz number 211, dated November 4, 2026, under the reference Announcement 4336/2026. The file will be open for public inspection for twenty business days before becoming final.

Ten years extendable for another five

The plenary agreement establishes a temporary transfer for a period of ten years, with the possibility of an extension, by mutual agreement between the parties, for another period of five years. The transferred area is 43.45 m² located on the ground floor of the municipal building in Plaza de España, the headquarters of the town’s Civic Center.

The purpose of the premises is the installation of the administrative offices of SEPAD in the city. Therefore, it is for administrative and not healthcare use: the space is reserved for offices and public attention of the regional body, not for the direct provision of services within the building.

The signatory of the announcement is the mayor of the town, Ana Belén Fernández González, who signs the text with a digital signature date. The City Council of Villanueva de la Serena acts as the transferring party of the property, while SEPAD, a body dependent on the Regional Government of Extremadura (Junta de Extremadura), acts as the transferee.

Twenty days to submit allegations

The processing complies with the provisions of Article 110.1.f) of Royal Decree 1372/1986, of June 13, which approves the Regulations on Assets of Local Entities, in relation to Article 83 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

In accordance with these regulations, the file is submitted for public information for a period of twenty days. Publicity is carried out through the insertion of the announcement in two media:

  • The notice board of the town hall.
  • The Official Gazette of the Province of Badajoz.

Once this period has elapsed without claims, the transfer will be understood as definitively approved, and a new plenary agreement will not be necessary. If allegations are submitted, the file must be resolved before final approval.

The framework: local assets and use by another administration

The transfer of use is the formula provided for in the legislation on assets of local entities for a city council to make a property under its ownership available to another public administration without transferring ownership. The Regulations on Assets of Local Entities require, in these cases, the initiation of a file and its submission for public information, a procedure that is now being carried out in the Official Gazette of the Province of Badajoz.

The announcement does not detail the amount of the transfer nor the expense regime for the space, data which do not appear in the published text. Nor is the operational start date of the premises specified, which will depend on the formalization of the agreement once the period for allegations has closed.

Impact for the users of the region

The operation has direct relevance for people processing benefits and dependency recognitions in Villanueva de la Serena and its surrounding regional area, as the SEPAD is the body that manages these matters in Extremadura. The transfer of a premises in the heart of the center, in the Plaza de España, places the administrative attention of the service in an accessible point of the urban center.

With the publication in the Official Gazette of the Province of Badajoz on November 4, 2026, the period opens during which any resident or interested party may consult the file and present allegations at the municipal offices.
