Por FactBox Admin

The City Council of Villanueva de la Serena has definitively approved budget modification file number 26/2026, regarding extraordinary credit and credit supplements, for an amount of 716,236.85 euros. The decision, adopted by the Plenary of the Corporation in an ordinary session held on July 22, 2026, is published in the Official Gazette of the Province of Badajoz on August 21, 2026 (reference 3338/2026).
The operation is financed through a repayable advance granted by the Provincial Council of Badajoz, which appears as an entry in the revenue chapter for the same total amount. As no claims were filed against the initial agreement, the file is now final and proceeds to its summarized publication, in accordance with articles 177.2 and 169.3 of Royal Legislative Decree 2/2004, of March 5, which approves the revised text of the Law regulating Local Treasuries.
Destination of funds
The bulk of the credit is allocated to urbanization and road paving works within the Provincial Council Large Cities Plan, which concentrates the largest portion of the file. The breakdown of the entries in expenditure applications is as follows:
- Urbanization and road paving works (Provincial Council Large Cities Plan): €352,049.98 (expenditure project 2026/2/I/1).
- Remodeling of Rafael Alberti Square: €345,088.20 (expenditure project 2026/2/I/6).
- Exterior painting works of the Santiago Apóstol school (Provincial Council Large Cities Plan): €9,882.33 (expenditure project 2026/2/I/2).
- Actions in sports facilities (Provincial Council Large Cities Plan): €9,216.34 (expenditure project 2026/2/I/2).
The total expenditure entries amount to €716,236.85, a figure that coincides exactly with the repayable advance from the Provincial Council of Badajoz recorded in the revenue chapter.
Legal framework and appeals
The definitive approval is supported by article 177.2, in relation to article 171, paragraphs 1 and 3, of Royal Legislative Decree 2/2004. A contentious-administrative appeal may be filed directly against this agreement in the form and within the timeframes established by the rules of said jurisdiction, without the filing of appeals by itself suspending the application of the agreement definitively adopted by the Corporation.
The document appears digitally signed by the mayor, Ana Belén Fernández González, in Villanueva de la Serena.
Impact for residents
The budget modification allows the municipality to carry out urban improvement and equipment works during this same fiscal year without resorting to its own debt, thanks to the advance from the Provincial Council of Badajoz. The road urbanization and the remodeling of the Rafael Alberti square are the most significant interventions, along with improvements to sports facilities and the Santiago Apóstol school, which directly benefits the quality of life of the residents of Villanueva de la Serena.
