Villanueva de la Fuente opens its citizen coexistence ordinance for public comments

The City Council of Villanueva de la Fuente has opened the public information process for the Municipal Ordinance regulating the protection of municipal public assets and the maintenance of citizen coexistence. The initial approval was adopted by the Extraordinary Plenary held on October 15, 2026, and the official announcement is published in the Official Gazette of the Province of Ciudad Real number 205, dated October 23, 2026, on page 10041, with announcement number 3440 and the secure verification code fxZkr8LCAo3mYxC3XzT1.

The regulation arrives with a dual objective declared in its own title: on one hand, the protection of municipal assets; on the other, the maintenance of citizen coexistence within the municipal district. The announcement signed by the mayor-president, Luis Mendoza Salinas, on October 21, 2026, does not reproduce the articulated text, meaning that the full content—articles, neighborhood duties, and consequences of non-compliance—can only be consulted in the municipal file and on the electronic office.

Thirty days to submit allegations

The public exhibition period is thirty days, counted from the day following the insertion of the announcement in the Official Gazette of the Province. With the publication on October 23, 2026, the count begins on October 24 and would conclude on November 22, 2026.

During this period, any interested party may examine the file and formulate the claims they deem appropriate. The announcement enables two consultation channels:

Processing and effects if there are no claims

The initial approval is supported by articles 49 and 70.2 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, and article 56 of the Recast Text of the Local Regime. The announcement warns that, in the event that no claims are submitted within the specified period, the agreement for the approval of the ordinance will be understood as definitively approved, without the need for a new plenary pronouncement.

This is, therefore, an ordinary processing of a local regulation: initial approval by the Plenary, public exhibition, and automatic elevation to definitive status if there are no neighborhood or institutional challenges.

An October plenary with several municipal regulations

The coexistence ordinance is not the only agreement from the Extraordinary Plenary of October 15, 2026. In the same session, the Protocol for the prevention of and action against sexual harassment, harassment on the grounds of sex, and other conduct contrary to sexual freedom and moral integrity in the workplace for City Council personnel was approved, published in the Official Gazette of the Province of Ciudad Real number 203, dated October 21, 2026.

The municipality had already closed another regulatory procedure through the same channel this year: the Regulations for the organization and functioning of the Municipal Group of Civil Protection Volunteers, initially approved by the Plenary in an ordinary session on June 12, 2026, and made final as no claims were registered, according to the announcement appearing in the Official Gazette of the Province of Ciudad Real number 167, dated September 1, 2026.

Why it affects all residents

The ordinance affects the daily use of public space and municipal assets, meaning its final text will determine the obligations required of residents and visitors. The allegations period is the only formal opportunity for residents to influence the content before the regulation is finalized and enters into force upon its full publication.
