Villamor de los Escuderos seeks titular and substitute justice of the peace
Por FactBox Admin

The Villamor de los Escuderos City Council has opened the process to fill the position of justice of the peace after the Mayor’s office warned that the permanent position will become vacant in November 2026. The call, signed by the mayor-president Maribel Escribano Hernández, is published in the Official Gazette of the Province of Zamora no. 124, dated October 21, 2026, with the official reference R-202602423. Interested parties have fifteen business days to submit their written application addressed to the Mayor’s office.
The Plenary chooses and the Mayor’s office convenes
The proclamation recalls that it is the responsibility of the City Council Plenary to elect the persons who will be appointed as justices of the peace, both permanent and substitute, in accordance with the provisions of articles 101 and 102 of the Organic Law 6/1985, of July 1, of the Judiciary, and articles 4 and 5.1 of the Regulation 3/1995, of June 6, of the Justices of the Peace.
The call is therefore limited to the opening of the application period: the final decision on the appointment does not lie with the Mayor’s office but with the plenary body of the municipality, which must formalize the agreement and communicate it to the Court of First Instance of the judicial district.
The text signed in Villamor de los Escuderos on October 15, 2026, does not detail the name of the person leaving the position nor the reasons for the cessation, and is limited to stating that the vacancy of the permanent position is scheduled for the month of November.
How and where to submit the application
The procedure provided for in the proclamation establishes the following steps:
- Deadline: fifteen business days from the opening of the call, which occurs upon the publication of the proclamation.
- Recipient: written application addressed to the Mayor’s office of the Villamor de los Escuderos City Council.
- Submission channels: the municipal Entry Registry or the procedure provided for in article 16.4 of the Law 39/2015, of October 1, of the Common Administrative Procedure of Public Administrations.
- Application form: available at the municipal offices of the Corporation, where they may also be submitted within the deadline.
- Additional information: the file may be examined at the City Council Secretariat, where data on requirements, duration of the position, and remuneration are provided.
- Electronic office: the documentation is equally available to interested parties on the municipal electronic office.
Free election if there are no candidates
The proclamation contemplates the scenario in which no application is submitted. In that case, the Plenary of the Corporation will freely elect the justices of the peace, permanent and substitute, pursuant to article 101.1 of the Organic Law 6/1985 and articles 4 and 6 of the Regulation 3/1995, and will forward the agreement to the Court of First Instance of the district.
The call for applications is part of a common practice in the small municipalities of the province: other town halls have published similar announcements in recent weeks, such as that of Pereruela, disseminated in the Official Gazette of the Province of Zamora no. 118, dated October 9, 2026, with an identical deadline of fifteen business days and the same legal basis.
Relevance for the municipality
The role of the justice of the peace is the first judicial instance for many residents of municipalities without their own court: it assumes functions of conciliation, civil registry, and judicial assistance in minor matters, meaning its coverage affects the daily care of the residents. The opening of the application period now shifts the initiative to the residents of Villamor de los Escuderos to submit candidacies and ensure that the municipality has both a titular and a substitute when the vacancy occurs in November.
