Villamediana announces a competitive examination for one Technical Architect position

Por FactBox Admin

The City Council of Villamediana de Iregua has announced an open competitive examination (concurso-oposición) for the permanent appointment of one Technical Architect position within its civil service staff. The call was approved by Mayoral Resolution on September 2, 2026, and published in the Official Gazette of La Rioja, number 171, on September 7, 2026 (official reference BOR-A-20260907-II–1012).

The position, assigned to the Special Administration, Technical Subscale, Group A, subgroup A2, corresponds to position number 7 of the current municipal Job Classification List. The process is called in execution of the 2026 Public Employment Offer, approved by agreement of the Governing Board on May 7, 2026, and published in the Official Gazette of La Rioja, number 87, on May 11, 2026. The 20-page document is signed by the Mayor-President, Rubén Gutiérrez Ruiz.

Requirements and submission of applications

To participate, it is necessary to be Spanish or a national of a European Union member state, be at least 16 years old, hold a Technical Architect degree or an equivalent recognized qualification, and possess a valid class B driver’s license. The position requires exclusive dedication and total incompatibility, with working hours from 8:00 AM to 3:00 PM, Monday to Friday.

  • Application period: 20 business days from the publication of the summary in the Official State Gazette.
  • Examination fee: 35 euros, with 100% reductions for job seekers with a minimum seniority of six months and for persons with a disability equal to or greater than 33%.
  • Preferred submission is electronic via the municipal Electronic Office, or in person at the General Registry of the City Council.

Examination phase and merit phase

The selection system is a competitive examination (concurso-oposición), with a prior and eliminatory examination phase, which accounts for 70% of the total score (70 points), and a non-eliminatory merit phase, which provides the remaining 30% (30 points).

  • First exercise: six short-answer questions on the syllabus, up to 30 points (minimum 15), with a maximum of 120 minutes.
  • Second exercise: written resolution of practical cases typical of a municipal Technical Architect, up to 40 points (minimum 20), with a maximum of 180 minutes.
  • Merit phase: professional merits based on experience (up to 22 points) and other professional, academic, and training merits (up to 8 points).

Tribunal and appointment

The Selection Tribunal will be composed of career civil servants from subgroup A1 or A2, aiming for gender parity, and may not approve a number of candidates exceeding the number of positions announced. The exercises will be announced on the electronic Notice Board and the City Council’s Electronic Office at least 24 hours in advance.

The selected person must pass a medical examination and submit the required documentation within 20 business days. Those who pass at least the first exercise without obtaining a position will form a job pool to cover temporary needs in the category. An appeal for reversal may be filed with the Mayor’s Office within one month, followed by a contentious-administrative appeal before the Contentious-Administrative Court of Logroño.

The call for applications represents a significant local public employment opportunity in La Rioja, as it consolidates a key technical position for the urban planning and works management of the municipality, and reinforces the city council’s commitment to stabilizing its permanent civil service staff.
