Villamalea provisionally suspends the job pool for Elderly Housing Manager

Villamalea suspende cautelarmente la bolsa de Responsable de la Vivienda de Mayores

The Villamalea City Council has provisionally suspended the selection process convened to establish a job bank for Elderly Housing Manager. This is done through Mayor-Presidency resolution number 1438, dated October 13, 2026, published in the Official Gazette of the Province of Albacete number 125, dated October 26, 2026, in the third section (Local Administration), page 20. The suspension will remain in effect until the final resolution of the appeal for reversal filed against the call’s guidelines is expressly notified.

The origin: an appeal against the guidelines

The suspension stems from a request made by an applicant who is permanent contractual staff, an Assistant on the Elderly Housing staff, within the framework of the appeal for reversal filed against the guidelines of the selection procedure. The City Council grants this provisional request and orders the suspension of the process’s activities.

The affected call was approved by Mayor’s resolution number 1152, dated August 27, 2026, and its guidelines were published in the Official Gazette of the Province number 104, dated September 7, 2026. The selection system is a merit-based competition, with a period of twenty calendar days for the submission of applications.

What is suspended and for how long

The operative part of resolution 1438/2026 establishes the following consequences:

  • Provisional suspension of all activities relating to the selection process, until the express notification of the final resolution of the appeal for reversal.
  • Suspension of the maximum legal period to resolve and notify the main appeal for the duration of the suspension of the original procedure, under Article 22 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.
  • Publication of the resolution in the Official Gazette of the Province and on the notice board of the municipal electronic headquarters (villamalea.es), in accordance with Article 45 of Law 39/2015.
  • Notification to the interested party, the Works Council of the Villamalea City Council, and the Personnel Service.

The announcement appears signed in Villamalea on October 14, 2026, by the Mayor-President, José Núñez Pérez.

A unique position and a declared urgent need

The guidelines described an “urgent and unavoidable” need resulting from sick leave and various permits within the service. The position, assigned to Subgroup C1, Level 18, with full-time or part-time hours depending on service needs, requires a Higher Vocational Training degree in Administration and Finance or similar in the Administration and Management branch, or a Higher Technician degree in Documentation and Health Administration, as well as a food handling training certificate.

The competition valued work experience up to a maximum of seven points and continuing education up to three points. The resulting pool would have indefinite validity from its establishment and would be used to cover temporary hires, without membership in it creating any legal relationship until the actual call for service. The duties of the position include the direction, organization, and coordination of the Assisted Living Facility, the preparation of menus according to medical prescriptions, the supervision of medication, and the management of the center’s staff.

Impact for applicants

The suspension renders ineffective, for the time being, the temporary coverage of a key position in the residential care for the elderly in the municipality and freezes the situation of those who had already submitted or were preparing their candidacy. The City Council does not set a resumption date in the announcement: the process will remain halted until the resolution resolving the merits of the appeal for reversal is issued and notified, at which point it will be known whether the rules remain, are modified, or are annulled. Until then, interested parties must keep an eye on the notice board of the municipal electronic office, where any progress will be published.
