Villamalea approves budget modification of 104,519 euros for investments

The Villamalea City Council has finalized the budget modification adding 104,519.71 euros in extraordinary credits and credit supplements, financed by the Treasury surplus for general expenses and destined for financially sustainable investments. The agreement, initially adopted by the Plenary in an extraordinary session on July 29, 2026, is published in the Official Gazette of the Province of Albacete number 104, dated September 7, 2026, page 95.

The decision is part of the budget modification files S01/2026, in the form of credit supplements, and CE01/2026, in the form of extraordinary credits. Both were initially published in BOP number 89, dated August 3, 2026, and, as no claims were filed during the public exhibition period, they are made final in accordance with articles 169 and 177 of the Royal Legislative Decree 2/2004, of March 5, which approves the revised text of the Law regulating Local Treasuries.

Extraordinary credits and supplements

The modification is broken down into two blocks. On one hand, an extraordinary credit of 82,128.85 euros for the development and expansion of the industrial estate, the largest item of the set. On the other, two credit supplements that complete the remaining amount:

• New well (item 452060900): increase of 13,809.54 euros, up to a final allocation of 36,809.54 euros.
• Children’s park, works and investment (item 153262201): increase of 8,581.32 euros, up to a final allocation of 131,081.32 euros.

The total increase amounts to 104,519.71 euros, which corresponds entirely to the budget revenue application 87000, Treasury surplus for general expenses, for the same amount.

Financing and destination

All actions are financed by the Treasury surplus for general expenses, which allows them to be undertaken without resorting to new debt or additional borrowing. The funds are directed toward financially sustainable investments, with a special emphasis on the expansion of the industrial estate, which absorbs nearly 79% of the total, followed by the improvement of the water supply through a new well and the renovation of the children’s park.

Appeal period

A contentious-administrative appeal may be filed against the final approval before the Contentious-Administrative Chamber of the High Court of Justice of Castilla-La Mancha within two months, counting from the day following the publication of the announcement in the Official Gazette of the Province. The announcement was signed in Villamalea on August 25, 2026, by the mayor, José Núñez Pérez, and bears registration number 22,526.

The expansion of the industrial estate, the new well, and the improvement of the playground provide a direct boost to the economic activity and basic services of the municipality, financed with the council’s own resources. The execution of these investments, without resorting to debt, reinforces the capacity of the Villamalea City Council to address needs of local interest using its Treasury surplus.
