Villalpando auctions the lease of rural estates in six lots

The Villalpando City Council (Zamora) has put out for public auction the lease of six heritage rural estates of its ownership, intended for cultivation and agricultural use, for a period of six years. The tender is announced in the Official Gazette of the Province of Zamora no. 104, dated September 7, 2026 (reference R-202602081), following the approval of the file and the specifications by Mayoral Resolution on August 20, 2026.
Object and structure of the tender
The procedure is organized into six independent lots, such that interested parties may submit proposals for one, several, or all of them. Each lot is valued and awarded separately, and the identification of the plots and their characteristics are listed in the Particular Administrative Clauses Specifications, available on the municipal electronic office.
The duration of the lease will be six years, with a planned start date of October 1, 2026, if the contract has been formalized by then; otherwise, it will begin on the date of formalization, with a maximum end date of September 30, 2032. The contract will not be subject to extension.
Minimum annual rates per lot
The minimum bidding rates, which may be improved upwards by the bidders, are as follows:
- Lot 1: 15.9180 ha, minimum rate of €1,725.00 per year.
- Lot 2: 17.0607 ha, minimum rate of €1,265.00 per year.
- Lot 3: 18.2200 ha, minimum rate of €1,725.00 per year.
- Lot 4: 23.7804 ha, minimum rate of €1,610.00 per year.
- Lot 5: 3.2602 ha, minimum rate of €600.00 per year.
- Lot 6: 0.8720 ha, minimum rate of €150.00 per year.
Procedure, guarantees, and submission
The award will be made through public auction, with the sole criterion being the highest annual price offered relative to the minimum rate of each lot. No provisional guarantee is required to participate, but the successful bidder must establish, prior to formalization, a definitive guarantee equivalent to 10% of the annual award rent; if a single bidder obtains several lots, the guarantee may be established jointly.
Proposals shall be submitted to the General Registry of the Villalpando City Council (Plaza Mayor, no. 1, 49630 Villalpando) within fifteen calendar days from the publication of the announcement, via a sealed envelope containing:
- Envelope (a): administrative documentation.
- Envelope (B): economic proposal.
They may also be sent by postal mail under the terms of the specifications, and offers via electronic registry will not be admitted when the secrecy of the economic proposal cannot be guaranteed. The opening of the proposals will take place in a public act, at a location, date, and time to be announced previously on the city council’s electronic office.
Relevance for the region
The auction represents an opportunity for farmers and livestock breeders from the Tierra de Campos region, who will be able to access municipal plots ranging from less than one hectare to nearly 24 hectares at modest starting prices. As these are assets of the city council, the tender seeks to simultaneously monetize municipal heritage and promote local agricultural utilization, with a six-year horizon that provides stability to the awarded holdings.
