Villajoyosa appoints four Local Police officers as career civil servants
Por FactBox Admin

The Villajoyosa City Council has appointed four Local Police officers as career civil servants following the conclusion of the selection process for the mobility shift. The appointment was formalized through Mayoral Resolution No. 2026/4838, of October 26, 2026, and was made public in the Official Gazette of the Province of Alicante (BOP) No. 204, of October 27, 2026, within section III, Local Administration. The announcement is signed by the mayor, Marcos Enrique Zaragoza Mayor.
Four officers take office in the basic scale
The appointments correspond to the Special Administration scale, Special Services subscale, Local Police class and its assistants, Group C and Subgroup C1. The system applied was that of a competition—that is, an assessment of merits rather than a competitive examination—among career civil servants from other local police forces of the Valencian Community seeking to transfer to Villajoyosa.
The appointed persons, according to the edict published in the BOP, are:
- Alexia Buforn Ripoll
- José Espín Navarro
- Vicente Nimes Pérez
- Rubén Rubio Capilla
The announcement is published for the purposes of Article 136 of Royal Legislative Decree 781/1986, of April 18, the revised text on Local Regime; Article 62.1.b) of Royal Legislative Decree 5/2015, of October 30, the Basic Statute of Public Employees; and Article 68.1.b) of Law 4/2021, of April 16, of the Generalitat, on Valencian Public Service.
A call for eleven positions with five reserved for mobility
The process began with an offer of eleven Local Police officer positions, five of which were reserved for the mobility shift. The specific rules were approved by Mayoral Decree No. 202601837, of April 20, 2026, and published in BOP No. 91, of May 18, 2026; the summary appeared in the Official Gazette of the Generalitat Valenciana No. 10369, of May 25, 2026, and in the Official State Gazette No. 134, of June 2, 2026.
The subsequent processing is detailed in the provincial gazette itself:
- Provisional list of admitted and excluded candidates: BOP no. 124, of July 6, 2026, by resolution 2026-3606.
- Final list: BOP no. 158, of August 21, 2026, edict 6360/2026, with 33 admitted applicants and one excluded person, Sara Torregrosa Puertas, for failing to present a certificate of services rendered for at least two years.
- Psychotechnical test: September 15, 2026, at 10:00 AM, at the Teatro Auditorio on calle Concepción Aragonés no. 2.
- Technical Selection Body: chaired by David Llach Sempere, chief officer of the Local Police of Tibi, with María Ángeles López Ruiz as secretary and Juan Carlos Mota Blázquez, superintendent of the Local Police of Villajoyosa, as member, among other titular and substitute members.
Staff reinforcement and one pending vacancy
The edict does not detail the destination of the fifth vacancy reserved for mobility: the appointment announcement refers to the five called vacancies, but only identifies four appointed persons. Nor does it specify the original positions of the new officers, a detail that the process required to be accredited with two years of previous service in another force.
With these four appointments, the municipality incorporates already trained officers, without the need for an academy period, which allows for immediate service coverage in the basic scale. The full staff of Villajoyosa also includes other recent additions published in the same bulletin and in previous days, such as that of a cemetery laborer via Mayoral Resolution no. 2026/4798, of October 23, 2026, and four administrative assistants via internal promotion with Resolution no. 2026/4725, of October 21, 2026.
Impact for residents and unions
The incorporation of four officers through mobility directly affects service coverage in a municipality with strong tourist seasonality, and comes after a process that lasted more than six months since the approval of the rules in April. For the police unions, the relevant data is twofold: the initial call was for five mobility vacancies and the announcement only consolidates four, and the rules were published in May with tests in September, a calendar that conditions the planning of vacations and shifts. Any claim regarding the result must be addressed to the City Council, as the edict exhausts its content in publicizing the appointment and does not open a specific period for challenge.
