Villagonzalo definitively approves its municipal plan against flood risk

The Plenary of the Villagonzalo City Council definitively approved the Municipal Action Plan against the risk of flooding in the municipality during an extraordinary session held on September 17, 2026. The text had already received a favorable report from the Permanent Civil Protection Commission of the Autonomous Community of Extremadura and exhausts the administrative route.

The document was drafted by Manuel Jesús Castelló Vinagre, Civil Engineer, commissioned by the company Constru Mex, Construcciones, Medio Ambiente y Servicios Extremeños, SL. The plan organizes municipal action in the event of flash floods and flooding within the district of Villagonzalo (Badajoz), a municipality of 1,226 inhabitants according to the population data appearing in the provincial fund distributions published by the Provincial Council of Badajoz.

Favorable report from Civil Protection

Deadlines and avenues for appeal

Against the agreement, which exhausts the administrative route, interested parties have two alternative options:

• Optional appeal for reversal (recurso de reposición) before the Plenary of the City Council of Villagonzalo, within one month starting from the day following its publication, in accordance with articles 123 and 124 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.
• Contentious-administrative appeal before the Contentious-Administrative Section of the Court of First Instance of Cáceres, within two months starting from the day following the receipt of the notification, according to article 46 of Law 29/1998, of July 13, of the Contentious-Administrative Jurisdiction.

The announcement specifies that this is understood without prejudice to the interested party’s ability to file any other appeal they deem more appropriate for their rights.

Impact for the municipality

The final approval provides Villagonzalo with a formal instrument for neighborhood response to floods, including warning protocols and coordination with the Civil Protection of Extremadura.
