Villafranca abre la convocatoria de 18.000 euros para cooperación al desarrollo

The Local Governing Board of the Villafranca de los Barros City Council approved on October 15, 2026, the guidelines and the call for grants for development cooperation projects, endowed with 18,000 euros. The call is published in the Official Gazette of the Province of Badajoz No. 206, dated October 27, 2026, via announcement 4243/2026 (full guidelines) and its summary 4247/2026, with file number 2026/31/S999 and identification number BDNS 937416.

Economic endowment and limits per project

The total amount is 18,000.00 euros, charged to budget item 2312-48001 “cooperation projects” of the municipal budget for the 2026 financial year. The grants are awarded under an ordinary competitive bidding process.

  • Maximum amount per project: 6,000.00 euros.
  • Maximum co-financing by the City Council: 90 percent of the total project cost.
  • Indirect or operating expenses: cap of 10 percent of the requested grant.
  • Execution period: maximum of ten months from the disbursement.
  • Payment: advance payment in a single disbursement, without guarantee.

The managing body may increase the endowment, subject to the processing of the corresponding expenditure file before the resolution and without the need for a new call.

Who can apply and with what documentation

Non-profit non-governmental organizations or entities whose activities coincide with the purpose of the call may apply. They must be registered in the associations registry of the Autonomous Community of Extremadura and in the municipal registry of Villafranca de los Barros, have a headquarters or permanent delegation in the town, and prove activity within the last year. Each entity may submit only one application.

Processing is mandatory electronically through the municipal electronic office, with an electronic signature and standardized form, in accordance with Article 14 of Law 39/2015. The required documentation includes:

  • Application from Annex I and the responsible declaration from Annex II.
  • Project drafted according to the guidelines.
  • Activity report for the last financial year, with a maximum of four pages.
  • Proof of registration in both registries and a copy of the statutes and NIF (Tax ID).
  • Certificates of being up to date with state and local Treasury and with Social Security.
  • Certificate of sufficient own funds and third-party registration form, if applicable.

Priority for Africa and minimum scoring of 50 points

Projects must be oriented toward developing countries included in the list of the OECD Development Assistance Committee and involve the effective participation of groups from Villafranca de los Barros. The guidelines prioritize gender equality, the training of local human resources, and the empowerment of women.

The scoring is divided into eight sections: cooperation experience (up to 20 points), gender approach (5), training and employment (10), impact and beneficiaries (10), project coherence (15), viability and sustainability (10), involvement of local groups (5), and execution in Africa (25). African projects also receive an additional 2-point increase. A minimum of 50 points is required to be eligible for the grant.

Deadlines, resolution, and justification

The submission period is ten business days from the day following the publication of the summary in the Official Gazette of the Province of Badajoz. The Mayor’s Office will resolve within a maximum period of two months from the closing of applications, with dismissal by administrative silence if there is no express resolution; notification will be made via publication in the provincial gazette.

The assessment is carried out by an Assessment Commission chaired by the delegated councilwoman, with the Municipal Comptroller, the General Secretary, a municipal technician, a designated employee, and the Legal Advisor as secretary. The beneficiary entity will sign a protocol in the month following the notification, must justify the grant within two months from the end of execution, and present a final narrative and financial report.

Impact for the municipality

The call maintains the municipal commitment to international cooperation and reserves preferential treatment for projects in Africa, while requiring local roots from the applying entities. With a maximum of 6,000 euros per project and only ten business days for the deadline, the margin for competition is limited: at least three projects could share the 18,000 euros available if all reach the minimum required score.
