Villablino pagará 500 euros por cada hijo nacido o adoptado en 2026

The Villablino City Council will pay 500 euros for each child born or adopted in the municipality during 2026, according to the regulatory bases approved by Mayoral Decree on July 29, 2026, and published in the Official Gazette of the Province of León no. 201, on Thursday, October 22, 2026. The call for applications, processed under file number 534/2026, has a budget of 10,000 euros and applies retroactively from January 1, 2026.

Regulatory Framework and Purpose

The bases are published as an announcement from the Villablino City Council with official reference BOP-LE-2026-201010, and their content is reproduced in full in Annex I of the decree. The text is supported by Law 38/2003, of November 17, General Law on Subsidies, Royal Decree 887/2006, of July 21, and Law 39/2015, of October 1, on Common Administrative Procedure.

Article 1 of the bases sets a dual objective: to establish complementary support measures for family units in the municipality and to design mechanisms that help stabilize the population in the territory, “thus avoiding the depopulation that has been occurring.” The aid is configured as a single-payment municipal subsidy for birth or adoption.

Amount, Budget, and Compatibility

  • Maximum amount: 500.00 euros per child born or adopted, depending on the number of applications that meet the requirements.
  • Budget assigned to the call: 10,000.00 euros, charged to the item “231-4811. Birth grants”.
  • Nature: single-payment financial benefit.
  • Compatibility: the aid may be combined with other subsidies for the same purpose granted by the State and other public administrations.

Requirements and Census Registration

Beneficiaries may be the parents or adopters who hold the Family Book (Libro de Familia) in which the birth or adoption is registered. If both cohabit, either of them may submit the application and, in the absence of an agreement, the mother is considered the preferred applicant; in cases of annulment, separation, or divorce, the aid corresponds to the parent with custody. Foreigners residing in the municipality may also apply if they comply with Organic Law 4/2000.

The residency conditions are as follows:

  • To be registered on the census (empadronado) in Villablino for a minimum of six months, or at least one of the holders of the family book, provided that both are registered in the municipality.
  • To register the child on the municipal census before submitting the application.
  • To commit to maintaining the census registration, for themselves and their children, for one year from the birth or adoption, with effective residence in the municipality.
  • To be up to date with payments to the Treasury, Social Security, and the Villablino City Council.

The required documentation includes ID (DNI), family record book, certificate of census registration, regulatory agreement or court ruling where applicable, bank account number, and certificates of being up to date with payments.

Deadline, processing, and appeals

The submission period begins the day following the publication of the call in the Official Provincial Gazette and on the municipal notice board, and extends for two months; late applications will be inadmissible via a reasoned resolution. The processing is the responsibility of the Department of Equality and Social Affairs, which will specifically verify the census registration and its seniority, and the resolution is the responsibility of the Mayor’s Office, with a maximum period of three months; after this period without an express resolution, the application is understood to be rejected.

Against the approval and resolution agreements, a contentious-administrative appeal may be filed within two months and, optionally, a request for reversal within one month. The decree appears signed in Villablino on October 20, 2026, by the mayor, Mario Rivas López.

The measure arrives with a limited budget: the 10,000 euros allocated are equivalent to a maximum of twenty grants of 500 euros, therefore the number of admitted applications will determine the final amount. For families registered in the municipality, the call also opens the door to claim births and adoptions registered since January 1, 2026.
