Villablino announces 35,000 euros in grants for neighborhood councils

The Villablino City Council has approved the call for grants destined for the municipal neighborhood councils for the “2026 Public Space Improvement and Maintenance Plan,” with a maximum allocation of 35,000 euros. The call, approved by Mayoral Decree on July 30, 2026, is subject to public information through its publication in the Official Gazette of the Province of León number 162, dated August 26, 2026 (reference BOP-LE-2026-162013, file 1258/2026).

The purpose of the guidelines is to finance improvement, maintenance, and equipment actions for public spaces within the population centers of the municipality, contributing to the conservation of public heritage and the improvement of the residents’ quality of life. The processing is carried out under a non-competitive concurrence regime: grants are awarded in order of the complete submission of documentation, until the available credit is exhausted.

Amounts and Beneficiaries

Beneficiaries may be the neighborhood councils of the municipality of Villablino that have their own legal personality and are up to date with their tax obligations and Social Security, as well as with the City Council itself. The grant can reach up to 100% of the eligible expenditure, without exceeding the maximum amounts per population bracket:

• Neighborhood councils of up to 100 inhabitants: up to 2,500 euros.
• Neighborhood councils of 101 to 500 inhabitants: up to 2,800 euros.
• Neighborhood councils of more than 500 inhabitants: up to 3,000 euros.

The credit is charged to the budget application “943-768 Improvement and Maintenance Plan for Neighborhood Councils.” Annex I of the guidelines classifies the 13 neighborhood councils of the municipality by population brackets, including Caboalles de Abajo, Caboalles de Arriba, Lumajo, Llamas, Orallo, Rabanal de Abajo, Rabanal de Arriba, Rioscuro, Robles, Sosas, Villager, Villar, and Villaseca.

Eligible Actions

Actions executed during the 2026 fiscal year, with expenses incurred from January 1, 2026, destined for the following, will be eligible for the grant:

• Improvement and maintenance of streets, squares, parks, and other public spaces.
• Repair of public-use infrastructure.
• Acquisition and installation of urban furniture.
• Acquisition of machinery or equipment destined for the maintenance of public spaces.

Construction materials acquired without proof of incorporation into an executed action, current operating expenses, and financial expenses or recoverable taxes will not be eligible for the grant. The receipt of the aid will be compatible with other grants for the same purpose granted by the State and other public administrations.

Deadlines and Processing

Applications, signed by the president of each neighborhood council, must be accompanied by a descriptive report of the action, a responsible declaration, and a budget or invoice. They shall preferably be submitted through the electronic office of the Villablino City Council, and the period will begin the day following the publication of the call in the Official Gazette of the Province of León, ending after two months.

The Department of Neighborhood Councils will receive the files, and the instructing body will verify compliance with the requirements, formulating a proposed resolution. The maximum period to resolve and notify shall be two months from the end of the submission period, with the resolution being the responsibility of the Mayor’s Office. The justification of expenditure must be submitted within a maximum period of two months from the notification of the grant, and payment will be made once the correct justification has been verified.

The call is governed by the budget execution bases, Law 38/2003, of November 17, General Law on Subsidies, and Royal Decree 887/2006, of July 21, which approves its implementing regulation. An optional appeal for reversal may be filed against the approval and resolution agreements within one month, or a contentious-administrative appeal within two months.

This line of aid reinforces the role of neighborhood councils as managers of public heritage in rural areas, allowing the 13 nuclei of the municipality of Villablino to autonomously undertake the conservation of their streets, squares, and parks. By operating under a non-competitive concurrence regime and in order of submission, the call rewards the agility of local entities when formalizing their applications within the two-month period.
