Vilanova d'Escornalbou submits the POUM urban planning amendment to public consultation.

The City Council of Vilanova d’Escornalbou has initially approved the specific correction of the urban planning conditions around the junction between Carrer Auvina and Raval de l’Església, which modifies the classification and qualification of the land of three properties in the town centre. The agreement, digitally signed on 12 August, is published in the Official Gazette of the Province of Tarragona of 14 August 2026 and opens a one-month period of public information for submitting allegations.

The document, entitled “Specific correction of the urban planning conditions around the junction between Carrer Auvina and Raval de l’Església”, has been drafted by architect Estanislau Roca Calaf. The planning instrument being modified is the Municipal Urban Planning Master Plan (POUM) of Vilanova d’Escornalbou, definitively approved by the Territorial Urban Planning Commission of Tarragona on 16 September 2016 and published in the Official Gazette of the Government of Catalonia on 4 April 2017.

The processing is governed by articles 96 and 97 of Legislative Decree 1/2010, of 3 August, approving the consolidated text of the Urban Planning Law, consolidated with the amendments of Law 3/2012, of 22 February. The procedure requires the initial and provisional approval of the City Council and the definitive approval of the Territorial Urban Planning Commission of Tarragona.

Three properties around the junction

The purpose of the modification is to specifically adjust the urban planning conditions —land classification and qualification— of three properties located at the junction between Carrer Auvina and Raval de l’Església:

• Plot 1 (cadastral reference 6736701CF2563F0001AO, Carrer Auvina 3): non-urbanizable land (SNU), qualified with code N1a, common rural subzone.
• Plot 2 (cadastral reference 6735701CF2563F0001YO, Carrer Auvina 4): consolidated urban land (SUC), qualified as SX2, road system.
• Plot 3 (cadastral reference 43169A011000630000IL, polygon 11, plot 63): non-urbanizable land (SNU), qualified with code N1a, common rural subzone.

Among the planned determinations, the correction eliminates the road reservation that was maintained on the entire north side of Plot 3. The report, according to the announcement, has the content and form required by the consolidated text of the Urban Planning Law and its regulations in order to be processed.

One month to submit allegations

With the publication in the official gazette, the one-month public information period opens, during which any interested person may examine the document and submit allegations or observations. The notice is also disseminated in one of the most widely circulated newspapers in the municipal or supramunicipal area and on the City Council website.

Simultaneously, a report will be requested from the bodies affected by reason of their sectoral competences, which must be issued within one month, unless a provision authorizes a longer period. The agreements will also be forwarded to the interested party and to the Department of Technical Services.

Appeals regime

The resolution, which ends the administrative route, may be challenged by means of an administrative contentious appeal before the Administrative Contentious Court of Tarragona within two months from the day after notification. Alternatively, and optionally, an appeal for reconsideration may be filed with the same body that issued it, within one month.

The agreement is digitally signed by the mayor of Vilanova d’Escornalbou, Javier Garcia Cristià, dated 12 August 2026.

With this correction, the City Council aims to adjust the current planning to the real configuration of the surroundings of the Auvina crossroads and el Raval de l’Església. For neighbours and owners of the affected properties, the public information period is the opportunity to examine the document and, if applicable, submit allegations before the procedure culminates with the final approval of the Territorial Urban Planning Commission of Tarragona.
