Vilamarxant submits a 1.1 MW photovoltaic plant for public consultation

The Official Gazette of the Generalitat Valenciana publishes on September 25, 2026, the announcement by which the applications for prior administrative authorization and administrative construction authorization for the PV Ingenergy Solar Delta photovoltaic plant and its evacuation infrastructure, in the municipality of Vilamarxant, are submitted for public information. The competent body to authorize the installation is the Territorial Service of Industry, Energy and Mines of Valencia, dependent on the Third Vice-Presidency and Department of Environment, Infrastructure, Territory and Recovery. The process is handled via an urgency procedure and opens a period of fifteen business days for affected natural or legal persons to submit allegations.

A 1.1 MW installation across three plots of polygon 7

The file, identified as ATALFE/2023/8/46, corresponds to a plant with a total maximum power of the bifacial photovoltaic modules (peak) of 1.304 MWp, a nominal inverter power of 1.1 MW, and a granted access capacity of 1.1 MW. The petitioner is PV Ingenergy Solar Delta SL, with registered office at calle Benisanó 9 bajo, 46183, La Eliana (Valencia).

The generating groups will be located in polygon 7, plots 348, 426, and 427, of the municipality of Vilamarxant, while the evacuation infrastructure will be located on plot 348 of the same polygon. The declared budget of the project amounts to 505,865.02 euros.

The main technical characteristics are as follows:

• Generating field of 1,512 photovoltaic modules of 750 Wp, bifacial and monocrystalline, ground-mounted with a horizontal axis tracker and driven into the ground.
• Six inverters: five of 200 kW and one of 100 kW, with an output of 800 V, representing a nominal power of 1,100 kW.
• Transformation center in a prefabricated concrete booth, with a 1,200 kVA transformer and a 20/0.8 kV ratio, plus an auxiliary services transformer of 5 kVA (20/0.4 kV).
• Underground evacuation line of 20 kV and 7 meters in length, with an aluminum conductor 12/20 kV 1x3x95 mm² and XLPE insulation.

Grid connection and parallel files

The connection of the installation to the I-De Redes Eléctricas Inteligentes SAU grid will be carried out on the 20 kV line 5 - Riba Roja of the ST Villamarchante, for which the installation of a remote-controlled sectioning center on said line will be necessary. The sectioning center and the grid extension are processed through their own procedures in files ATASCT/2025/74/46 and ATLINE/2025/93/46, respectively.

The announcement is based on Decree-law 14/2020, of August 7, of the Consell, on measures to accelerate the implementation of renewable energy utilization facilities; Law 24/2013, of December 26, on the electricity sector; Royal Decree 1955/2000, of December 1; and Law 39/2015, of October 1, on the common administrative procedure. The declared purpose is the generation of electrical energy through a solar photovoltaic installation and its evacuation to the distribution network.

Documentation on display, deadlines, and allegations

The documentation submitted for public consultation includes the plant project —named “Proyecto_Villamarchante_Delta_BT_-_1_1MW_rev4”—, the landscape integration study, the justifying report on compliance with the criteria of Decree-law 14/2020, the decommissioning and land restoration plan, the general specifications for forest fire prevention safety standards, the list of affected elements and public services, the separate notices, and the cartography. The separate notices are addressed to:

• I-De Redes Eléctricas Inteligentes
• Red Eléctrica de España (REE)
• Vilamarxant City Council

The file may be examined at the electronic addresses enabled by the Conselleria (versions in Spanish and Valencian) or in person at the Territorial Service of Industry, Energy, and Mines of Valencia, at calle Gregorio Gea 27 in València. Allegations must be addressed to the same territorial service within fifteen business days starting from the day following the publication of the announcement, in accordance with the urgency procedure of Law 39/2015 and article 10.8 of Decree-law 1/2022, of April 22, which modifies article 33.1 of Decree-law 14/2020. They may be submitted electronically through the electronic office of the Generalitat or by any of the means set forth in article 16 of Law 39/2015. The announcement was signed in València on August 14, 2026, by Roberto Javier Anchel Añó, head of the Territorial Service of Industry, Energy, and Mines of Valencia.

Failure to appear in this process will not prevent those with the status of interested parties from filing the appropriate appeals against the final resolution of the procedure. For the residents and landowners of polygon 7, the announcement opens the only formal window to make allegations before the authorizations are resolved; for the renewable sector, it confirms the reactivation of low-power procedures in the Comunitat Valenciana under the urgency regime.
