Vilalba extends the deadline for rural property grants to three months

The Vilalba City Council is extending the deadline from one to three months to apply for grants for the consolidation of rural properties intended for agricultural or livestock use. The modification of Base 7 bis of the regulatory bases is published in the Official Gazette of the Province of Lugo no. 195, Thursday, August 27, 2026, via resolution R. 2293, and comes into force the day following its publication.

The decision, adopted by the councillor for urban planning, mobility, rural infrastructure, and industrial development, Modesto Renda Santiso, responds to the objective difficulty encountered by interested parties in gathering the technical documentation and proof of ownership and title of the properties within the initial one-month deadline.

An insufficient initial deadline

The bases were approved by Decree No. 2026-0893, of July 29, 2026, published in the BOP on August 6 (no. 178), which set a submission deadline of one month. The council noted that this period coincided fully with the summer holiday period of August, which caused a slowdown in the issuance of certifications and reports by agencies and auxiliary professional services.

The processing of applications requires the submission of technical documentation and proof of ownership and title of the properties, the procurement of which requires the intervention of public offices and collaborating entities:

  • Notaries
  • Property Registries
  • Administrative agencies (Xestorías)
  • Advisory services

Non-competitive competition regime

The procedure is processed under a non-competitive competition regime, meaning that the award is made in chronological order of entry into the City Council Registry of complete applications, until the available credit is exhausted. The submission of an incomplete application does not generate a right of preference: the calculation for the order of priority begins, in all cases, on the date the application is fully completed.

With the new wording of Base 7 bis, the deadline for submitting applications will be three months, counted from the day following the publication of the modification in the BOP of Lugo. Applications submitted prior to the entry into force will remain valid and will be processed according to the bases, without prejudice to the chronological order of entry regime established in Base 6.

Processing and appeals

The resolution also approves the standardized application form, incorporated as Annex I, without prejudice to the possibility of carrying out the procedure through the electronic office of the Vilalba City Council. The decree ends the administrative route, therefore an optional appeal for reversal may be filed before the body that issued it within one month, or a contentious-administrative appeal before the corresponding jurisdiction within two months, from the day following its publication.

The extension of the deadline constitutes a proportionate measure to ensure the effectiveness of the call and the actual participation of interested persons under conditions of equality, without altering the competitive regime or the other essential elements of the procedure. With this modification, farmers and livestock breeders of the municipality have more time to formalize complete applications and access the grants for the concentration of rural estates.
