Vilagarcía delegates a 4.1 million loan to the Governing Board

The City Council of Vilagarcía de Arousa has delegated to the Local Government Board the competence to arrange a long-term loan operation in the amount of 4,100,000 euros. The agreement was adopted by the Plenary in the session of August 27, 2026, and is published in the Official Gazette of the Province of Pontevedra (BOPPO) of September 21, 2026, number 181, with the signature of the mayor-president, Alberto Varela Paz.
The Plenary adhered to article 22.2 m) of Law 7/1985, regulating the bases of the local regime, which reserves to the plenary body the arrangement of credit operations whose accumulated amount, within each economic year, exceeds 10% of the ordinary resources of the budget. Since the projected amount exceeds that threshold, the decision is transferred to the Local Government Board. The publication is carried out by virtue of article 51.2 of Royal Decree 2568/1986, by which the Regulation of Organization, Operation and Legal Regime of Local Entities (ROF) is approved.
The contract intended to be awarded is titled “Private contract for the arrangement of a long-term loan operation for the amount of €4,100,000”. The delegation will take effect from the day following its approval.
What is delegated and to what extent
The delegation comprises all subsequent actions following the approval of the procurement file, the specifications, and the authorization of the expenditure. That is, the Local Government Board assumes the processing and resolution of the financial operation once the Plenary has already validated the previous steps.
The agreement therefore affects the following elements of the procedure:
- The approval of the procurement file for the loan operation.
- The approval of the administrative and technical specifications.
- The authorization of the corresponding expenditure.
- The subsequent actions necessary for the effective arrangement of the loan.
The council’s budgetary framework
The operation is registered within a context of budgetary modifications approved by the same Plenary. BOPPO number 169, of September 3, 2026, contains the definitive approval of file 02/CF/2026 for change of purpose, extraordinary credit 02/CE/2026, and credit supplement 03/SC/2026, processed under reference INT/2026/000451. The file was initially approved in the session of July 30, 2026, and published in BOPPO number 148, of August 5, 2026, without any claims being filed.
Following these modifications, the municipal budget presents a total of definitive credits of 65,944,435.20 euros. Notable are the items for financial liabilities, with 2,057,987.96 euros, and financial assets, with 150,000.00 euros, both linked to the management of debt and credit operations.
Accounts, control and transparency
In the same line of economic information, BOPPO number 168, of September 2, 2026, publishes the public exhibition of the General Account for the 2025 financial year, with the reference INT/2026/000369. The document also integrates the account of the autonomous body Public Foundation for Municipal Sports Services and was reported by the Special Accounts Commission on August 27, 2026.
The account remains on exhibition at the municipal Intervención (Comptroller’s Office) for fifteen business days, counted from the day following the publication of the edict, so that legitimate interested parties may examine it and formulate objections or observations under article 212 of Royal Legislative Decree 2/2004, which approves the revised text of the Law regulating local finances.
Long-term financing
Recourse to long-term credit is a common way to finance investments without straining current treasury. In the case of Vilagarcía, the amount of 4,100,000 euros is above the 10% threshold of ordinary resources, which explains why the competence does not remain with the Plenary but is instead delegated to an executive body such as the Local Government Board.
Furthermore, the decision occurs in a financial year in which the council has already closed several credit modifications and has the liquidation of the previous budget on public exhibition, which places the operation within a cycle of adjustment and reorganization of municipal accounts.
The operation conditions the council’s finances in the coming financial years, as the loan will increase the financial liabilities chapter and will imply new maturities and interests charged to the budget. For taxpayers, the relevant fact is that the final decision on the award and the signing of the contract remains in the hands of the Local Government Board, without the need to return to the Plenary.
