Vila-seca opens talent pool for technicians in digital policies and innovation

The Vila-seca City Council has approved the call to create a job bank for interim civil servants, subgroup A2, for Intermediate Technician in Digital Policies and Innovation, through a competitive examination process in the open category. The resolution was issued via Mayoral Decree no. 2026-2626, dated September 2, 2026, and published in the Official Gazette of the Province of Tarragona on September 10, 2026 (reference CVE 2026-08376, pp. 1-17). Applications may be submitted within a period of 20 calendar days starting from the day after the publication of the call in the Official Gazette of the Generalitat de Catalunya (DOGC).
The job bank aims to cover the organizational needs of the Innovation and Territory Services Area, with a profile oriented towards the design and deployment of smart city solutions. The process is governed by the General Bases for personnel selection of the City Council, initially approved by Plenary Agreement on May 27, 2022, and published in the BOPT on September 5, 2022 (CVE-2022-07669). Profile and functions of the position
The position corresponds to the Special Administration scale, Technical sub-scale, Intermediate Technician class, under civil servant status. The functions include the design, development, and implementation of intelligent platforms based on IoT devices, data programming and exploitation, the deployment of communication networks, and the bastioning and hardening of systems to ensure their security.
- Design and operation of TCP/IP corporate networks and low-power multi-service networks.
- Integration and interoperability of digital government and intelligent territory management systems.
- Preparation of technical specifications and evaluation of provider proposals.
- Implementation of accessibility, reuse, and information security according to current regulations.
Requirements and submission of applications
To participate, one must be a Spanish citizen or a national of an EU member state, be 16 years of age or older, and hold a Degree in Telecommunications Engineering, Computer Science, Telematics, Electronics, or equivalent. Knowledge of cybersecurity, UI/UX design, network architecture, hardware interface programming, data analytics, machine learning, sensing, and project management is valued.
- Applications are submitted electronically through the City Council’s Convoca platform.
- A registration fee of €36.00 must be paid, with exemptions for people with a disability of 33% or more and job seekers.
- Knowledge of Catalan and, if applicable, Spanish must be accredited.
Selection process and syllabus
The process combines an opposition phase (maximum 60 points) and a competition phase (maximum 20 points). The opposition phase includes a theoretical test of 20 multiple-choice questions (up to 20 points), a practical test (up to 40 points), and eliminatory tests in Catalan and Spanish at level C1. The competition phase evaluates professional experience (up to 10 points) and training and professional development (up to 10 points), including qualifications, courses, and English language proficiency according to the CEFR.
The specific syllabus covers areas such as TCP/IP networks, the National Security Framework (ENS), the NIS2 directive, cyber resilience, municipal data architectures, the Internet of Things (IoT) and Smart City platforms, as well as artificial intelligence, large language models (LLM), and the European Artificial Intelligence Act (AI Act).
