Ávila renews the municipal Procurement Board on a permanent basis

The Ávila City Council has renewed on a fixed and permanent basis the composition of the Contracting Board, the collegiate body responsible for the qualification and awarding of municipal contracts. The decision, adopted by Mayoral Decree signed on September 7, 2026, is published in the Official Gazette of the Province of Ávila number 175, dated September 10, 2026, under case file number 1818/26.

The new composition replaces that approved by Mayoral Decree on December 26, 2025, and will apply from this date to new contracting files in which the intervention of the Board is mandatory.

Regulatory Framework

The renewal is based on Royal Decree 817/2009, of May 8 (BOE No. 118, of May 15, 2009), whose Article 21 regulates the regime of Contracting Boards, and the Second Additional Provision of Law 9/2017, of November 8, on Public Sector Contracts. The Local Government Board had already agreed upon the fixed and permanent composition of the Board in a session on June 29, 2023.

The decision is adopted following Decrees 5328/2026, of July 31, by which the delegations of the Local Government Board were reclaimed until the resumption of its ordinary session regime, and 5456/2026, of August 11, regarding the assumption of the Mayoralty by the first deputy mayor between August 24 and September 2, 2026.

Composition of the Board

The Board is chaired by the Secretary General and includes the Comptroller, the Legal Advisory Office, the Counsel, and the Technical and Legal areas, with their corresponding alternates:

• President (Secretary General): titular Jesús Caldera Sánchez-Capitán; alternate Luis Miguel Palacios Albarsanz.
• Comptroller: titular Sonia Berrón Ruiz; alternate María Dolores Bellido Ruiz-Ayúcar.
• Legal Advisory Office: titular Silvia Campillo Jiménez; alternate Jesús María Sanchidrián Gallego.
• Member, Technical Area: titular Ana Isabel Herrero Martín; alternate Marta Jiménez Martín.
• Counsel: titular José Manuel Núñez Jiménez; alternate Patricia González Fernández-Mellado.
• Member, Legal Area: titular Sara Cabrero Martín; alternate Marta Mateos Álvarez.
• Secretariat, Head of Contracting: titular Yedra García Gabriel; alternate Teresa Sainz Grande.

Publicity and Transparency

The Decree provides for the publication of the composition in the BOP and orders the processing of the relevant publicity procedures, as well as reporting the agreement in the next session of the Local Government Board. The regulation requires that the composition be published in the contractor profile prior to the meeting for the qualification of general documentation, thereby guaranteeing the transparency of the procedure.

The renewal reinforces the legal certainty of municipal contracting by stably establishing the permanent and substitute members of the body that evaluates and awards City Council contracts, a key element for transparency and agility in the management of public files in the capital of Ávila.
