Ávila opens voluntary payment for four municipal fees

Ávila abre el cobro voluntario de cuatro tasas municipales

The Ávila City Council has made public the tax register for four fees and public prices corresponding to the month of July 2026, for which voluntary payment will extend from September 28 to November 30, 2026, both inclusive. The announcement, with reference number 1841/26, is published in the Official Gazette of the Province of Ávila No. 184, dated September 23, 2026, within the Local Administration section. The measure affects taxpayers in the capital of Ávila who appear in the settlements incorporated into said register.

The register will remain on display at the council’s Tax Management Service for one month starting from the beginning of the voluntary payment period. The announcement was signed in Ávila on September 11, 2026, by the Deputy Mayor for Local Administration, HR, Treasury, European Funds, and Digitalization, Ángela García Almeida.

Concepts being charged

The tax register groups four concepts accrued in July 2026:

  • Public price for the provision of home care and home meal delivery services.
  • Public price for the provision of the Río Torío heavy vehicle parking service.
  • Fee for the provision of services and special use of municipal sports facilities.
  • Fee for the provision of services and special use of municipal sports facilities (San Antonio Pavilion).

These are, therefore, periodic receipts linked to social services, mobility, and sports facilities, and not new tax categories.

Deadlines and payment method

The voluntary payment period runs from September 28, 2026, to November 30, 2026, both inclusive. During this period, taxpayers may pay the fees by presenting the payment notices that the Ávila City Council will send to their home address at the offices of the banking entities in the city of Ávila listed in the notices themselves.

If the taxpayer has not received the notices, they must appear to clarify their situation before November 30, 2026, at the Municipal Collection Office, located at calle Esteban Domingo, 2, Ávila. In cases of direct debit, the receipt will be delivered through the corresponding banking entity.

Claims and late payment surcharges

Against the public exhibition of the register and the settlement receipts incorporated therein, interested parties may file an appeal for reversal before the Mayor’s Office of Ávila, in accordance with Article 14.2 of Royal Legislative Decree 2/2004, of July 5, which approves the revised text of the Law Regulating Local Treasuries. This appeal is a prerequisite to contentious-administrative proceedings and must be submitted within one month starting from the day following the end of the public exhibition period of the tax register.

Once the voluntary payment period has elapsed, the executive period will begin, which determines a surcharge of 20 percent on the unpaid debt, in addition to the corresponding late payment interests. However, this surcharge is reduced to 5 percent when the tax debt is satisfied before the payment order (providencia de apremio) has been notified to the debtor, in which case the late payment interests accrued since the start of the executive period will also not be required.

Impact for taxpayers

The publication of the register opens the payment calendar for the second semester for users of home care services, the Río Torío heavy vehicle parking, and the municipal sports facilities of the capital. Taxpayers have slightly more than two months to pay their receipts without a surcharge, and an additional month, from the conclusion of the public exhibition, to challenge the settlements before the Mayor’s Office if they do not agree with the issued amounts.
