Vigo delegates the management of the Balaídos concession to the Councilor for Public Works

The Local Government Board of the Vigo City Council agreed to delegate to the Councilor for the Government Area of Development, Services, and Sports the management, development, and execution of the administrative concession of public domain over the Balaídos Municipal Stadium, after the contract was awarded to Real Club Celta de Vigo, S.A.D. The agreement was adopted in the ordinary session of October 9, 2026, declaring the urgency of the matter as it was not on the agenda, and is published in the Official Gazette of the Province of Pontevedra (BOPPO) no. 207, of October 27, 2026, under file 1483/1102.

The text is based on a proposal report dated October 9, 2026, signed by the local Government secretariat and by the mayor, Abel Caballero Álvarez, who signs the announcement. The legal authorization invoked is Article 127.2 of Law 7/1985, of April 2, regulating the bases of the local regime, together with the powers that Article 124 of the same legal text attributes to the Mayor’s Office. The City Council justifies the measure on grounds of administrative efficiency and optimization of the resources employed, and supports this framework within the regime for large population municipalities in effect since the entry into force of Law 57/2003, of December 16, on measures for the modernization of local government.

What is delegated and what remains excluded

The delegation agreement covers the management, development, and execution of the public domain concession over the stadium, but expressly reserves three powers for the Local Government Board:

• The approval of construction projects.
• Prior authorization for the constitution of a mortgage.
• The termination of the public domain concession.

The delegation is framed within the Government Area of Development, and its request originated from the General Services Area of the City Council itself.

The precedent: the concession to Celta

The modification of the delegation comes after the awarding of the administrative concession of the Balaídos Municipal Stadium in favor of Real Club Celta de Vigo, S.A.D. was formalized on September 11, 2026, under file 2452/441.

That award had been adopted by agreement of the Local Government Board in its session of September 4, 2026, as stated in the report supporting the delegation now published. The change in ownership of the ordinary management of the contract makes it advisable, according to the City Council, to attribute its execution to the area councilor to gain agility in processing.

The text frames this decision within a consolidated practice: the Local Government Board had already delegated certain powers to the heads of the Government Area departments on successive dates since 2023.

Processing, validity, and control

The agreement includes a sequence of communication and political control that accompanies the delegation:

• Notification of the resolution to all affected councilors, for their knowledge and effects.
• Communication to the heads of the different municipal services and areas through its insertion into the municipal Intranet.
• Publication on the municipal Electronic Office, under article 6 of Law 19/2013, of December 9, on transparency, access to public information and good governance.
• Individualized information to the Plenary of the Corporation, in accordance with article 38 of Royal Decree 2568/1986.

The validity of the agreement begins at the moment of its signature, without prejudice to its publication in the provincial bulletin. The document is digitally signed by the mayor-president and incorporates the secure verification code U1GY1QLRWCHMNL7L for its verification at the headquarters of the Provincial Council of Pontevedra.

Impact

The decision directly affects the daily management of a top-tier municipal facility, the stadium where the city’s main club plays, and transfers the execution of a contract with a strong economic and sporting impact to the scope of a council department. The reservation of the approval of construction projects and the resolution of the contract to the Local Government Board maintains, in any case, the control of the collegiate body over the most significant decisions.
