Vigo aproba apoiar a folga xeral e esixir máis financiamento autonómico

The ordinary plenary session of the Vigo City Council approved five motions during the session on October 26, 2026, ranging from support for the general strike on November 11 to the demand for more money for IFEVI, a dialogue table with those affected by the PIAs, and an increase in funding from the Xunta de Galicia and the Provincial Council of Pontevedra. The agreements were made public in the Official Gazette of the Province of Pontevedra (BOPPO) on Friday, October 30, 2026, no. 210, in the Local Administration section, within the extract of the plenary session, with official reference EB86YITELUI59KSR.

The announcement is published in compliance with Article 197 of the Regulation on the organization, functioning, and legal regime of local entities, which requires reporting the agreements adopted by the plenaries. The session, qualified as O.D. Ordinary Plenary 26.10.2026, began with the approval of the minutes from the ordinary session of September 28, 2026, and ended with the formulation of two requests and two questions. The extract is digitally signed by the mayor, Abel Caballero Álvarez.

Support for the general strike of November 11

The first of the approved motions was presented by the BNG municipal group in support of the General Strike of November 11, 2026, under the slogan “Galicia in struggle for a dignified life and the right to housing”. The agreement was processed under file number 5648/1101 and appears as approved in the resolutive part of the extract.

Funding: Xunta, Provincial Council, and IFEVI

The plenary approved three motions from the Socialist municipal group addressed to other administrations so that their next budgets include funds for the city:

  • Motion for the Provincial Council of Pontevedra to commit a financial contribution to IFEVI in order to finance the expansion and modernization of the fairgrounds (file 5654/1101), approved.
  • Motion for the Xunta de Galicia to increase the annual unconditional financing contribution destined for the Vigo City Council in its 2027 budgets (file 5652/1101), approved.
  • Motion for the Provincial Council of Pontevedra to allocate a fixed and annual financial item in the 2027 budgets to finance collaboration agreements with the Vigo City Council (file 5655/1101), approved.

Housing, PIA, and regenerated water

Another of the approved Socialist motions urges the Xunta de Galicia to convene those affected by the PIAs to a dialogue table to provide answers to neighborhood claims, along with other complementary agreements (file 5653/1101). The same group brought a request to the plenary for the Xunta de Galicia to process the authorization requested by the Vigo City Council to use regenerated water from the Lagares treatment plant for street cleaning (file 5651/1101); the published extract does not include the result of this latter motion.

Control of the municipal government and third-quarter accounts

In the control section, the plenary rejected the motion from the municipal group of the Partido Popular regarding European funds and subsidies that, in its view, the municipal government lost due to its management (file 5647/1101). Also presented for the record, as a simple report, were the fundamental lines of the 2027 budget (file 105/142) and the modification of the delegation of powers of the Local Government Board to the area councilors (file 5644/1101), in addition to the resolutions of the Mayor’s Office and the delegated councilors issued between September 19 and October 16, 2026 (5649/1101 and 5650/1101).

In the economic field, the quarterly Treasury report on compliance with payment deadlines and the average payment period for the first nine months of 2026 was reported (file 5632/1101), as well as the status of expenditure and income execution for the third quarter and the treasury movement (file 5633/1101).

The agreements outline the political position of the Vigo City Council heading into the final quarter of the year: explicit support for the November 11 mobilization, direct pressure on the Xunta de Galicia and the Deputación de Pontevedra to commit funds in the 2027 budgets, and a negotiated exit for those affected by the PIA. For the residents, the approved motions are declarations of intent that politically bind the plenary, although their execution depends on the two administrations to which they are addressed.
