Por FactBox Admin

The Vielha e Mijaran City Council has definitively approved the modification of several tax ordinances for the 2027 fiscal year and onwards, with a 2.5% increase in rates, a percentage below the CPI, which the council estimates at 3.2%. The Official Gazette of the Province of Lleida publishes the agreement in issue number 206 on October 28, 2026, with the official reference BOP-2026_0_206_8983 (pp. 1-38), after the text passed the public exhibition period without any claims.
The municipal Plenary, in a session on July 29, 2026, provisionally approved the modification of the regulatory ordinances. The prior announcement was inserted in BOP number 150, dated August 7, 2026, and the 30-business-day public exhibition period ran from July 30 to September 14, 2026, both inclusive. Once this period expired without allegations, the provisional agreement became definitive under article 17.4 of the Revised Text of the Law regulating local treasuries, approved by Royal Legislative Decree 2/2004, of March 5, article 111 of Law 7/1985, of April 2, and article 178.2 of Legislative Decree 2/2003, of April 28.
The agreement is signed by the mayor, Juan Antonio Serrano Iglesias, in Vielha on October 26, 2026, and the file with the complete project remains available to interested parties at the entity’s electronic headquarters. An administrative contentious appeal may be filed against the resolution before the administrative contentious chamber of the High Court of Justice of Catalonia within two months, according to article 19 of the same revised text and article 46 of Law 29/1998, of July 13.
Real Estate Tax: increasing rates for urban and rural properties
Ordinance number 1 updates the tax rate for the real estate tax in accordance with the CPI, with the following effects:
- Real estate of an urban nature: from 0.70% to 0.72%.
- Real estate of a rural nature: from 0.72% to 0.74%.
- Real estate with special characteristics: the rate of 1.30% is maintained.
The text maintains the 50% bonuses for official protected housing and for properties of urbanization, construction, and promotion companies, and establishes the exemption of receipts with a net quota equal to or less than 3 euros for reasons of collection efficiency. It also provides for a 50% bonus for urbanization and construction works, for a maximum of three tax periods.
Vehicles: the rate increases from 1.94 to 1.99
Ordinance number 2, regulating the tax on mechanically propelled vehicles, raises the tax rate from 1.94% to 1.99% for all classes of vehicles. The resulting quota is detailed in the wording of the ordinance, in the annexed document of the file.
The current bonuses are maintained:
- 100% of the quota for historic vehicles and those over 30 years old.
- 75% for vehicles classified as Zero emissions, for four years from registration.
- 50% for vehicles with an ECO label, also for a period of four years.
Four updated taxes, with water and licenses at the forefront
The modification also affects four municipal taxes: the tax for the issuance of administrative documents and provision of administrative services (ordinance number 4), the tax for urban planning licenses (number 6), the tax for the processing of activities subject to authorization, license, and prior communication (number 7), and the tax for the maintenance of the water network (number 21).
In the latter, the rates include, among others, these amounts:
- Homes: 41.10 euros.
- Shops up to 80 m²: 93.51 euros; from 80 to 150 m²: 155.85 euros.
- Restaurants, bars, and party halls up to 80 m²: 124.69 euros.
- Four and five-star hotels and aparthotels up to 20 places: 187.04 euros.
- Campgrounds: 187.04 euros.
According to the approved text, the management and collection of taxes may correspond to the Autonomous Body for the Management and Collection of Local Taxes of the Provincial Council of Lleida, in case of delegation, and modifications derived from the General State Budget Law or other norms of legal rank will be applied automatically.
The 2.5% increase arrives with a one-year margin relative to the CPI and affects all taxpayers in the municipality of Vielha e Mijaran, capital of the Val d’Aran: owners of urban and rural properties, vehicle owners, and users of municipal taxes, who will see the increase reflected in the bills for the 2027 fiscal year. The fact that the council closed the public exhibition without claims confirms the support for the proposal within the planned fiscal calendar, which will allow the tax rolls to be settled without delays.
