Vialidad tenders consultancy for the fiscal inspection of road maintenance in Biobío

The Road Directorate of the Biobío Region, under the Ministry of Public Works, has opened a digital public tender to contract advisory services for the fiscal inspection of conservation and dust suppressant application contracts in the provinces of Concepción and Arauco. The process was published in the Official Gazette of the Republic of Chile No. 44,555, on Tuesday, September 22, 2026, in Section IV for tenders, competitions, summons, and loss of documents, under official reference CVE 2873235. The estimated official budget amounts to $129,608,850, VAT included, and the reception of technical and economic bids closes on October 9, 2026, at 10:00 AM.

The notice bears the signature of the Regional Ministerial Secretary of Public Works of the Biobío Region and is part of the conservation policy for the regional road network, which in this area combines high-traffic roads and sections exposed to suspended dust emissions. The advisory service is financed by Sectoral Funds and corresponds to the expenditure type of contracting advisory for fiscal inspection, a common arrangement through which the service reinforces the technical control of works executed by third parties.

Object and scope of the contract

The estimated official budget is $129,608,850, VAT included. The contracting will be governed by the Unit Price Series modality, with adjustment according to 100% of the CPI variation. The planned execution period is 4 months.

These conditions place the process in the range of medium-amount advisory contracts, with an adjustment component that protects the value of the services against inflation during the period of validity.

Requirements and calendar

To participate, interested parties must prove registration in the MOP Consultants Registry, in the Inspections Area, Specialty Road Works (7.1), Category Second or Higher. The calendar established in the terms and conditions is as follows:

• Deadline for inquiries: until September 29, 2026, at 11:59 p.m.
• Deadline for responses: until October 1, 2026, at 11:59 p.m.
• Closing for receipt of technical and economic bids: October 9, 2026, at 10:00 a.m.
• Technical opening: October 9, 2026, at 11:00 a.m.
• Economic opening: October 22, 2026, at 11:00 a.m.

The economic opening will take place thirteen days after the closing; therefore, interested companies must keep their bids valid during that period.

The tender defines who will technically supervise the conservation and dust suppressant application works in two provinces with high road activity, meaning its award will directly impact the quality and traceability of the works in Concepción and Arauco over the coming months. For consulting firms registered with the MOP, the process represents a time-limited opportunity: only those who meet the required category and submit their bid before October 9 will be able to compete for the contract.
