Verea submits for public information or extraordinary credit 22/2026
Por FactBox Admin

The City Council of Verea has opened the public information period for extraordinary credit file 22/2026, initially approved by agreement of the Plenary in the session of October 2, 2026. The announcement was published in the Official Gazette of the Province of Ourense (BOP) on October 6, 2026, in section IV. Local Entities, with official reference R. 2.361. Starting from the day following the publication, interested parties have fifteen days to examine the file and formulate any allegations they deem appropriate.
The processing corresponds to the provisions of article 169.1, by referral from article 177.2, of the recast text of the Law regulating local finances, approved by Royal Legislative Decree 2/2004, of March 5. The body that adopted the initial agreement is the municipal Plenary, while the announcement is signed by the mayor, José Antonio Pérez Valado. This is a mandatory phase: once the file is initially approved, it must be submitted for public exhibition before it can be considered definitively approved.
Fifteen days to allege
- The public information period is fifteen days, counted from the day following the publication of the announcement in the Official Gazette of the Province.
- During this period, the file will be available for consultation at the municipal Secretariat.
- Persons who may be considered interested parties may appear and formulate allegations, suggestions, or claims.
- If the period expires without any allegations being presented, the agreement will be considered definitively approved.
The announcement does not detail the amount of the extraordinary credit nor the affected budgetary applications, data which only appear in the file that can be consulted at the municipal offices. The publication limits its content to the initial approval agreement, the applicable legal regime, and the exhibition period, so that any precision regarding the figures must be obtained directly from the council Secretariat.
Another file in the same plenary session
Extraordinary credit 22/2026 was not the only budgetary matter initially approved in the session of October 2, 2026. The same Plenary gave the green light to credit transfer file 21/2026, between expenditure applications of different expenditure areas that do not affect reductions and increases in personnel credits, which is also under public information for the same period of fifteen days, with official reference R. 2.359.
Both files share the same regulatory framework —article 169.1 of the recast text of the Law regulating local finances— and the same legal consequence: the automatic elevation of the agreement to definitive status if no claims are presented within the established period.
Legal framework and effects of approval
The figure of extraordinary credit allows for the funding of expenses that cannot be delayed until the following fiscal year and that are not covered by the credits initially provided for in the municipal budget. The regulations require that the file be financed with specific resources and that, prior to its final approval, a public information process be opened to ensure the control of neighbors and interested groups.
- Applicable regulation: consolidated text of the Law regulating local treasuries, approved by Royal Legislative Decree 2/2004, of March 5.
- Invoked precepts: article 169.1, by referral from article 177.2.
- Decision-making body: Plenary of the Verea City Council.
- Effect of silence: automatic final approval upon expiration of the deadline.
The publication of this type of announcement in the provincial bulletin is the mechanism that provides official publicity to the process and establishes the starting point for the deadlines, both for the citizenry and for the administrations that wish to oversee the operation.
What it means for the neighbors
For the residents of Verea, the announcement opens a real window for intervention regarding municipal accounts: anyone with a legitimate interest may review the file at the Secretariat and present allegations before the agreement is closed. The decision directly affects the council’s spending capacity during the fiscal year and, therefore, the execution of the actions financed by this extraordinary credit.
The relevance of the news lies in the fact that the deadline is short and peremptory: once fifteen days have passed without claims, file 22/2026 will be definitively approved and will no longer admit objections through ordinary administrative channels. Interested parties should, therefore, consult the file and, if they consider it appropriate, present their allegations within the period established in the official announcement.
