Verín opens a month for public allegations regarding the APR-45 equidistribution project

The Verín City Council has opened a one-month public information period for the equal distribution project of the unconsolidated urban land area identified as distribution area 45 (APR-45), an action promoted by Logística Chesternorte, SLU as the sole owner of the lands included within the perimeter. The announcement was published in the Official Gazette of the Province of Ourense on November 5, 2026, in section IV (Local Entities), under edict reference 353167. The initial approval of the project was agreed upon by the promoting company itself on October 9, 2026.

The framework: a 2022 special plan

The project is being processed under administrative file number 3548/2026 and develops the area defined by the Special Interior Reform Plan approved by agreement of the Plenary of the Verín City Council on December 30, 2022. That plan was published in the Official Gazette of the Province of Ourense number 90, on April 20, 2023, and in the Official Gazette of Galicia number 22, on March 1, 2023, with registration ROTPG/P/15/2023.

The processing complies with the provisions of article 121.3.a) of Law 2/2016, of February 10, on Galician Land, and article 269.2 of Decree 143/2016, of September 22, which approves the Regulation of the Galician Land Law. The submission for public information derives from article 270 of the same decree, which requires the announcement to be published in the official provincial gazette.

Who drafts and who promotes

The document was initially approved by the promoting company and is signed by two technicians:

• Javier Rial Lemos, architect.
• Miguel Ángel Lamela Méndez, lawyer.
• Logística Chesternorte, SLU, as the sole owner of the lands in the area (the edict writes the company name as “Chestenorte” in some paragraphs).

As there is a single owner, the equal distribution initiative corresponds to the company, which assumes the formulation of the project and its presentation to the council. The announcement was signed in Verín on November 3, 2026, by the mayor, Gerardo Seoane Fidalgo.

How and where to submit allegations

The period is one month from the publication of the announcement in the provincial gazette, that is, from November 5, 2026. During this period, any interested citizen may submit the claims or allegations they consider appropriate against the equal distribution project.

The complete administrative file can be consulted in person under the following conditions:

• Location: Urban Planning Service of the Verín City Council.
• Days: Monday to Friday.
• Hours: from 10:00 to 14:00 hours.

The exhibition of the project allows for knowledge of the distribution of burdens and benefits derived from the organization of the area and the formulation of observations before the processing moves toward its final approval.

Why it matters

Public information is the procedure that opens the urban project to any affected or interested person, including owners of land and rights in the surrounding area, before the redistribution is finalized. The publication in the provincial bulletin marks the effective starting point for the calculation of one month, therefore anyone wishing to file an objection must do so within that period and address it to the municipal urban planning service.
