Velilla approves grants for books and school supplies for the 2026-2027 academic year

The City Council of Velilla de San Antonio has approved the call for grants for textbooks, school supplies, or payment of school cooperatives for the 2026-2027 academic year, intended for families with school-age children. The measure is formalized through decree number 2026-3001, dated September 4, 2026, by the delegate of the Education Area, Pepa Gil García, and its summary is published in the Official Gazette of the Community of Madrid (BOCM) no. 221, dated September 16, 2026, with reference BOCM-20260916-80. Applications may be submitted from September 30 to October 14, 2026.
The call is governed by Law 38/2003, of November 17, General Law on Subsidies, and its implementing Regulation, approved by Royal Decree 887/2006, of July 21, as well as by the Execution Bases of the Municipal Budget. Requirements and beneficiaries
Students enrolled in the second cycle of Early Childhood Education, Primary, Compulsory Secondary, or Basic Vocational Training (under 16 years of age), in public or semi-private (concertados) centers in the town or other municipalities, may apply for the grant. Private centers are excluded.
The requirements are:
- Both the student and their mother, father, or legal guardian must be registered (empadronado) and reside in Velilla de San Antonio before the start of the application process.
- Be under 18 years of age and enrolled in one of the indicated stages.
- Parents or legal guardians must not have outstanding debts with the City Council.
- Be enrolled in a center supported by public funds from the Community of Madrid.
- Submit the application within the established deadline.
- Not exceed the family unit income threshold of the year prior to the call.
Electronic devices such as iPads or Tablets and reading books are excluded from the grant. Only books not included in the Accede Plan will be subsidized, unless a certificate from the center is provided stating that the student is not a beneficiary of said plan.
Amounts and income thresholds
The Department of Education allocates a maximum of 30,000 euros to these grants, with a maximum amount of 200 euros per beneficiary. If the total amount requested exceeds the planned budget, a proportional distribution will be made among the beneficiaries. The grants are financed through budget application 55231480000 and are processed in advance, as the granting resolution and the execution of the expenditure are planned for the 2027 fiscal year.
The maximum amounts per educational stage are:
- Early Childhood: cooperative only, with the total cost being paid.
- Primary: textbooks, maximum 50 euros; materials, maximum 50 euros; cooperative, maximum 60 euros.
- Secondary and Basic Vocational Training: textbooks, maximum 50 euros; materials, maximum 100 euros.
The maximum income thresholds for the family unit are:
- 1 member: 15,567 euros.
- 2 members: 26,573 euros.
- 3 members: 36,070 euros.
- 4 members: 42,836 euros.
- 5 members: 47,878 euros.
- 6 members: 51,685 euros.
- 7 members: 55,451 euros.
- 8 members: 59,199 euros.
- Each additional member beyond the eighth: 3,740 euros.
Deadline, documentation, and payment
The application period is from September 30 to October 14, 2026. Standardized forms can be downloaded from the municipal website and submitted at the municipal registry, the City Council’s electronic office, or the locations provided for in Article 16.4 of Law 39/2015, of October 1. Each family shall use a single application for all students, although the grant will be awarded on an individual basis.
The required documentation includes:
- Duly completed aid application.
- ID (DNI) of the signatory and the student, where applicable.
- Family Record Book (Libro de Familia).
- Certificate of being up to date with the Tax Agency (Hacienda) and Social Security.
- Income Tax Return from the previous year for all members of the family unit.
- Original purchase invoices, itemized by aid category and by student.
- Document of payment for the school cooperative, stamped by the educational center.
- Responsible declaration of not being a beneficiary of other aid for the same concepts.
Applications that do not provide all the documentation will have ten business days to rectify it. The subsidized amount will be paid via bank transfer to the account of the representative of the beneficiary student, upon justification and without in any case exceeding the actual expenditure.
The call for applications arrives at the very start of the school year with the stated objective of alleviating the expenses of families with school-age children. The limit of 200 euros per beneficiary and the proportional distribution in case of excess demand condition the real scope of an aid that, furthermore, requires advancing the purchase and preserving the original invoices before the deadline closes.
