Vega de San Mateo grants 100,000 euros to Club Panadería Pulido

The Vega de San Mateo City Council has approved the granting of a direct grant of €100,000 to the Club de Fútbol Panadería Pulido San Mateo for the 2026 financial year. The decision appears in Resolution of the Councillor Delegate for Sports 2026-0675, of 7 August 2026, and is published in Official Gazette of the Province of Las Palmas number 96, of 12 August 2026, page 14639 (reference 1,697,221).

The aid is processed as a nominative direct grant under Articles 2 and 31 of Law 38/2003, of 17 November, General Law on Subsidies, and the General Subsidies Ordinance of the Vega de San Mateo City Council, approved in plenary session on 27 July 2014. File 386/2026 falls within the line of direct grants to sports associations and individual athletes of the municipality for 2026, charged to budget item 341/48000, endowed with €155,000 through a credit modification approved in plenary session on 26 March 2026 (BOP number 49, of 24 April 2026).

The club formalised its application with entry records 2026E-RE-2146 and 2026-E-RE-2158, both dated 23 June 2026, and the expenditure has a credit retention (operation 220260006438, of 5 August 2026) for the full amount of the grant.

A benchmark for grassroots sports

The proposal report supporting the award highlights the club’s work of public interest in promoting physical activity, social integration and values-based education among the municipality’s children and young people:

  • 13 federated categories, including a women’s category and an inclusive category for people with disabilities.
  • A team in Tercera Federación, a nationwide competition.
  • Around 280 boys and girls from the municipality.
  • It is the only football club operating in the municipality, as recorded in the file.

Advance payment and financial control

The payment will be made as an advance payment of 100% of the grant, by bank transfer, prior to the justification, as the club has declared that it lacks the financial capacity to finance the planned actions in advance. The expenditure execution period runs from 1 January to 31 December 2026, and the justification must be submitted before 31 March 2027.

The regulatory bases also incorporate the corrections arising from the adverse audit report 2026/0209, of 28 July 2026, on the justification of the 2025 grant; the Comptroller General issued a favourable report on 7 August 2026.

Eligible expenses and transparency

Eligible expenses shall include the operating and activity development costs of the club in all its categories during 2026:

  • Cleaning materials, physiotherapy and pharmacy, clothing and sports equipment, computer supplies, stationery and hardware.
  • Travel, excluding gasoline for private vehicles unless unequivocally justified.
  • External labor and tax advisory services, security, and administrative and accounting management.
  • Web and telephone supplies, arbitration, federation fees and mutual insurance.
  • The club’s presentation gala for the 2026-2027 season and other strictly necessary expenses.

Excluded are debit interest, surcharges, penalties and costs of legal proceedings. The grant will be published on the municipal notice board and in the National Grants Database, in accordance with Royal Decree 130/2019, of 8 March.

With this resolution, Vega de San Mateo consolidates its main commitment to grassroots sport: a nominative grant that supports the municipality’s only football club and the nearly 280 minors who train in its categories. The processing, subject to credit retention, scrutiny by the Intervention and publicity in the state grants database, reinforces the control and transparency of an expenditure that, for residents, translates into sporting activity, inclusion and coexistence throughout the year.
