Electric variant of I-DE's Arenzana project opens for public consultation in La Rioja

The Official Gazette of La Rioja submits for public information the prior administrative authorization, the administrative construction authorization, and the declaration of public utility for the 13.2 kV overhead line variant named ‘Arenzana’ by I-DE Redes Eléctricas Inteligentes, S.A.U., which runs through Nájera, Tricio, and Arenzana de Abajo. The announcement, signed on September 15, 2026, by the Director General of Business, Energy, and Internationalization, Amadeo Lázaro Fernández, is published in issue number 186 of the gazette, dated September 28, 2026, with reference BOR-A-20260928-V–481 and file AT/1864703. The declaration of public utility implies the necessity of occupation of the affected assets and their urgent occupation.

The procedure is carried out in accordance with articles 53, 54, and 55 of Law 24/2013, of December 26, on the Electricity Sector, and articles 125, 140, and 144 of Royal Decree 1955/2000, of December 1, which regulates the activities of transport, distribution, marketing, and supply of electrical energy. The competent body is the Directorate General of Business, Energy, and Internationalization of the Department of Economy, Innovation, Business, and Self-Employment of the Government of La Rioja, through the Industry, Trade, and Energy Transition Service.

The purpose of the installation is electrical distribution and consists of a variant of the ‘Arenzana’ overhead line from the Nájera S.T.R. between supports no. 18 and no. 45, without modifying its ground layout. The project complies with the SF6 use exceptions provided for in article 13 of Regulation (EU) 2024/573 on fluorinated greenhouse gases.

Technical characteristics of the installation

• Total length of 1,494 meters in three sections: 425.5 meters between supports no. 18 and no. 24; 777.5 meters between no. 30 and no. 39; and 291 meters between no. 41 and no. 45.
• Conductor LA-110/116.2 mm² and 14 alignments.
• Installation of new supports no. 20, 21, 23, 31, 33, 36, 38, 43, and 44, replacing the current ones to be dismantled: no. 19, 20, 21, 22, 23, 31, 32, 33, 34, 35, 36, 38, 42, 43, and 44.
• New support no. 68, with 285 meters of line in a single section, which modifies two spans: 109 meters between supports no. 23 and no. 68, and 176 meters between no. 68 and no. 69.
• Load Buster disconnectors at supports no. 23 and no. 33, and an R.C.O. (Recloser) with manual control at support no. 68.
• All new supports will comply with bird protection standards, featuring anti-climbing devices and an equipotential perimeter sidewalk.

Affected owners and easements

The petitioning company requests the imposition of an easement and the urgent occupation of the properties listed in Annex I of the announcement, distributed among the three municipalities:

• Nájera: two estates in polygon 13 (plots 48 and 52), with María Jesús Pérez Villar as the owner.
• Tricio: estates in polygons 8 and 1, with owners such as Antonio Sacristán Pérez, Trinidad García Rubio, Jesús Asensio García, María Rosario García Alegría, Felisa Celedonia Navarro Fernández, Jesús Martínez Nalda, Marta Olarte Solozabal, Eva Olarte Solozabal, Ricardo Aranzubia Azofra, and María Dolores Monasterio Álvarez.
• Arenzana de Abajo: estates in polygon 11, with Felipe Sáez Muntion, María Asunción Francia Ojeda, María Teresa Pérez Sáenz, and Félix Anguiano Pérez.

The easement prohibits the construction of industrial buildings and facilities, whether permanent or provisional, within the flight zone, as well as the planting of trees that could reach the regulatory safety distance. The list of owners is published without prejudice to any third party with a superior right, who must prove their title and appear in the proceedings.

Deadlines and submission of allegations

The project and the landscape integration study may be examined at the General Directorate of Enterprise, Energy and Internationalization, through the Industry, Trade and Energy Transition Service, at calle Marqués de la Ensenada, 13-15, Logroño, and in electronic format at www.larioja.org, under the ‘Public information of files’ section. Claims must be filed within thirty business days starting from the day following the publication of the announcement, referring to file AT/1864703. The act will be notified to the petitioner and the owners of the affected assets and rights, and will also be published on the notice board of the municipality where the assets are located and in the provincial newspaper with the highest circulation.

The resolution directly affects owners in three Riojan municipalities, who face the possible loss of surface area of their estates and use limitations regarding the flight of the line. The announcement opens the only formal period to allege against the layout, the impacts, or the list of owners before the Administration resolves the authorization and the declaration of public utility.
