Vara de Rey publishes the admitted candidates for the Territorial Innovation Center

The Vara de Rey City Council has approved the final list of admitted and excluded applicants for the selection process for the position of Temporary Interim Civil Servant for the role of Coordinator of the Territorial Innovation Center (CIT) of the town, convened via a competitive merit-based process under an interim regime. The resolution, signed by the mayor Anunciación Martínez Serrano, is published in the Official Gazette of the Province of Cuenca number 98, dated August 26, 2026, page 53, under number 2040.

The announcement also includes the appointment of the members of the Tribunal responsible for evaluating the candidates, and is made public in accordance with Article 20 of the General Regulation for the Entry of Personnel into the Service of the General State Administration and the Provision of Job Positions and Professional Promotion of Civil Servants, approved by Royal Decree 364/1995, of March 10.

Admitted Applicants

The final list of admitted applicants consists of two candidates, who must pass the competitive phase to access the position:

  • Rocío Mora Ruiz (DNI 70****62F)
  • Carlos Mondéjar Moratalla (DNI 70****64P)

Both candidates are competing for a temporary position, under an interim regime, to coordinate the Territorial Innovation Center of Vara de Rey, a facility aimed at promoting innovation and development in the rural area of the region.

Appeals against the resolution

The resolution exhausts the administrative route, therefore interested parties may alternatively file the following appeals:

  • Optional appeal for reversal (recurso de reposición) before the Mayor’s Office, within one month from the day following the publication of the announcement, pursuant to Articles 123 and 124 of Law 39/2015, of October 1, on the Common Administrative Procedure.
  • Contentious-administrative appeal before the Contentious-Administrative Section of the Court of First Instance of Cuenca, within two months, in accordance with Article 46 of Law 29/1998, of July 13, of the Contentious-Administrative Jurisdiction.

If the appeal for reversal is chosen, the contentious-administrative appeal cannot be filed until the former is expressly resolved or dismissed by administrative silence, without prejudice to any other appeal deemed more appropriate.

Relevance of the call

The publication of the final list of admitted applicants represents a decisive step in filling a key position for the operation of the Territorial Innovation Center of Vara de Rey, a project that seeks to revitalize the economic and social fabric of the area. The resolution, which is now final in the administrative route, now opens the competitive evaluation phase, after which the coordinator who will assume the management of the center under an interim regime will be appointed.
